SUMMARY

Lead in the development, implementation, and management of plant-wide environmental programs. Provides environmental expertise and supports plant personnel on various issues.

DUTIES AND RESPONSIBILITIES

May include, but are not limited to, the following:

  • Lead in the development of environmental programs plant-wide that will enable:
    • First quartile industry quality compliance and performance
    • Continued compliance with various governmental and corporate standards for environmental performance.
  • Provide technical and regulatory expertise to process engineering and capital projects with oversight from management.
  • Coordinate and lead the plant's compliance programs with respect to fugitive monitoring (LDAR), waste management, and storm water.
  • Assist and participate in defining and achieving Health, Safety & Environmental (HSE) goals and maintaining accurate HSE Procedures.
  • Monitor and evaluate industry HSE best practices. Implement those practices that can improve HSE performance and/or efficiency and reduce costs.
  • Monitor processing industry HSE trends and changes. Monitor OSHA and EPA/TCEQ activity and publications. Lead the benchmarking of HSE RAGAGEP and other best practices with other Westlake plant sites. Recommends improvements in HSE work practices to the WLC HSE Manager.
  • Lead in the development and maintenance of HSE programs for the Westlake-Longview Plant, including the development of proactive management systems, effective checks and balances, and strategic planning activities that anticipate future regulatory compliance issues with oversight from management.
  • Participate, as needed, in trade associations, professional groups, and interplant Westlake discussions so that an effective network is maintained to assist in supporting Westlake Longview HSE initiatives.
  • Maintain a working knowledge of federal and state HSE requirements.
  • Serve as host for auditors/inspectors conducting compliance inspections/investigations.
  • Conduct internal inspections of facilities and communicates findings to management so that corrective action can be taken.
  • Prepare training modules and conducts training on HSE requirements.
  • Provide quality control via peer review of reports and documents generated by other members of the HS&E group.
  • Participate in off-hours on-call rotation for HSE.
  • Perform additional duties as assigned by HSE Manager.

EDUCATION, EXPERIENCE AND QUALIFICATIONS

  • B.S. degree in Engineering (chemical or mechanical) or related field is required.
  • Minimum 8 years of relevant HSE experience in a chemical/petrochemical/refinery environment.

PHYSICAL DEMANDS

This job is performed mainly in a control room or office setting. Physical presence and predictable attendance required. While performing the duties of this job, the employee is frequently required to sit; stand; walk; use hands to touch, handle, or feel; reach with hands and arms; and talk or hear. The employee is occasionally required to stoop, kneel, or crouch. The employee must regularly lift and/or move up to 5 pounds, frequently lift and/or move up to 10 pounds, and occasionally lift and/or move up to 15 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. This job requires response to audible emergency alarms inside of the plant. Employee must be able to evacuate when required.

WORK ENVIRONMENT

The noise level in the work environment is usually moderate as normally based in an office. Some of the work may be required in the operating units which can require usage of required PPE including safety glasses, hearing protection, etc. May also result in exposure to outside elements and may require usage of stairs and elevators. Travel including air travel or auto travel may occasionally be required.
