Position Summary

The primary responsibility of this position is to independently plan, direct, and coordinate activities of a single or multiple project(s) within the Thermal Protection Systems (TPS) group to ensure that goals and objectives of the project are safely accomplished within the prescribed schedule and budget parameters, and the customer receives an excellent quality product or service that meets all customer requirements. While managing various OSS projects or delivery orders, this position will ensure technical excellence and report related costs, schedule, and technical performance at internal/external Project Management Reviews. Responsibilities also include leading or assisting in proposal/pricing generation with emphasis on execution planning and estimating labor/non-labor to complete the work scope. Travel and overtime may be required along with a moderate level of physical exertion. Frequent use of office equipment should be expected.

SCOPE

* Provide sound and independent judgment that follows company policies and procedures to initiate and execute assigned projects/contracts.
* Provide leadership and guidance to assigned project personnel and project support groups.
* Resolve issues that may jeopardize product quality, delivery schedules or costs, through direct interaction with department managers, supervisors, and assigned personnel.
* Formulate methods and processes that will increase personnel and product safety, work efficiency, product quality, and/or decrease project costs.
* Demonstrate OSS project management leadership skills via internal and external customer interactions.

Duties & Responsibilities

* Establish and manage project budget, costs, schedule, earned value assessments, and technical performance throughout the project life cycle.
* Oversee development and maintenance of a Project Schedule that is updated monthly (minimum) and is used to perform earned value and critical path assessments.
* Perform earned value management assessments (i.e., ETC, EAC, SPI, CPI, and VAC, variance explanations, mitigation/resolution plans) consistent with OSS EVM processes.
* Effectively communicate project status at routinely scheduled Project Management Reviews (PMRs).
* Establish a Work Breakdown Structure and level of detail for financial and earned value reporting.
* Working with the finance/accounting group, establish Charge codes that are used to collect costs by WBS/OBS reporting element.
* Coordinate and assess staffing needs commensurate with Budget and Revenue forecasts.
* Generate and maintain a Project Plan that communicates applicable requirements, schedule(s), budget(s), staffing, and safety goals of the Project.
* Establish and lead Integrated Product Team(s) to coordinate project priorities, provide direction, and resolve issues/challenges such that may arise.
* Monitor and manage project resources including project personnel and non-labor expenditures. Provide approval of PRs/POs and/or recommend approval delegations as needed.
* Manage project risks through identification and mitigation of internal/external risks. Establish and maintain a risk register that includes mitigation plans and escalates risks to the appropriate management level.
* In conjunction with Contracts Management, support contractual information exchange with customers.
* Ensure project(s) meet all contractual requirements including Export Control requirements.
* Coordinate with OSS subcontracts/supply chain management to ensure subcontractor Purchasing Agreements, Statements of Work, and Purchase Requests/PO's are defined and executed in a timely manner.
* Oversee and evaluate subcontractor cost, schedule, and technical performance.
* Coordinate with OSS financial and contracts personnel to ensure robust contract change management of managed projects.
* Monitor and maintain customer satisfaction for assigned projects.
* Identify and support new business initiatives in adjacent Markets.
* Support monthly revenue and fiscal year forecasting for assigned projects.
* Provide mentoring and performance feedback to direct reports and those assigned to support Project Management activities.
* Oversee the capture and dissemination of Project lessons learned and Project Closeout.

Qualifications

REQUIRED

* Bachelor's degree in mechanical/electrical/aerospace/systems engineering
* 6 to 10 years of experience managing technical development projects and 10-15 years in an engineering related field.
* A minimum of three (3) years in a Project Manager role with demonstrated ability to meet schedule and budget goals.
* Experience managing the financial aspects of multiple types of Government contracts such as fixed price, cost reimbursable, incentive fee, award fee, and/or time & material contracts.
* Demonstrated experience in leading project teams.
* Demonstrated proficiency in all MS Office Professional applications, especially MS Excel, MS Project, and MS PowerPoint.
* Experience with Earned Value Management, financial forecasting, and risk management.

DESIRED

* An accredited Project Management or Program Management course with certification of completion and/or PMP or PgMP certification through PMI (or similar).
* Master's degree in business administration (MBA) or master's in engineering Field a plus.
* Formal training in Project Management.
* Experience working within a PMO.
* Risk Management training.
* 10 years or more experience in performing design, development, certification testing, production, and operation of NASA human spaceflight hardware or DoD missile defense projects.
* Working knowledge of NASA or DoD development processes, key milestones, and applicable project development requirements.
* Subject Matter Expertise in high temperature softgoods fabric thermal protection system development.
* Experience ensuring/enforcing compliance with the Federal Acquisition Regulations (FAR), NASA FAR Supplement, and the Cost Accounting Standards (CAS).
* Demonstrated experience with Primavera scheduling software.

Additional Information

This position is Hybrid - Remote and will require commuting to a designated office. Hybrid work schedules are determined by the hiring manager based on business need.
