The Office of Innovation, Strategy, and Performance (OISP) supports Montgomery County operations by leveraging expert business analysis, project management, and data-driven decision making. By working across departments, the office helps streamline processes, strengthen grant administration, and implement forward-thinking solutions that maximize impact. OISP is looking to add one individual along the Project Management Career Ladder. Successful candidates will be placed at an appropriate level based on their qualifications and experience. Positions along this career ladder are described below and include Business Analyst, Senior Business Analyst, Project Manager, or Senior Project Manager.
The Business Analyst (Grade 21 or 23 - $63,571 - $93,457) serves as an entry point into OISP. This role focuses on supporting process improvement initiatives, collecting and analyzing data, and collaborating with departments to improve service delivery and operational performance.
The Senior Business Analyst (Grade 23 or 24 - $70,089 - $98,139) drives improvements by analyzing departmental processes and recommending strategic solutions. They ensure initiatives align with the County's commitment to innovation and equity while supporting organizational decision-making with robust data and insights. This role requires extensive experience in business analysis, process optimization, and leadership in complex environments.
The Project Manager (Grade 25 - $77,277 - $103,034) is responsible for leading mid-sized to large initiatives that improve service delivery and operational performance. This role ensures projects meet their goals while adhering to timelines, budgets, and the principles of equity and inclusivity.
The Senior Project Manager (Grade 29 - $93,943 - $125,255) oversees complex, high-impact projects across Montgomery County's government. This role provides strategic leadership, mentors other project managers, and ensures alignment with the County's goals for equity, innovation, and efficiency. The Senior Project Manager will foster collaboration across departments and incorporate human-centered and business process improvement practices into project execution.

ESSENTIAL DUTIES AND RESPONSIBILITIES

- Lead and/or work on high-impact, cross-departmental projects, ensuring alignment with strategic objectives, service delivery, and operational efficiency.
- Establish governance frameworks and oversee project management processes, ensuring effective financial oversight, risk mitigation, and resource allocation.
- Mentor and guide less senior team members, fostering professional growth and skill development across teams.Collaborate with leadership, departments, and community stakeholders to design and implement projects with a focus on human-centered design and process improvement.
- Monitor project progress, KPIs, and stakeholder engagement, driving continuous improvements and ensuring alignment with goals.
- Prepare data-driven reports, dashboards, and presentations to support decision-making, identify trends, and highlight opportunities for cost savings and service enhancements.
- Assist with the preparation of periodic internal and external financial reports, reconciliation of departmental revenues and expenditures, and compliance with both governmental accounting principles and any grant- or funder-related requirements.
- Aid in the development of long-term financial forecasts, strategic planning, and the annual budget, while providing financial analysis support to resolve complex organizational issues.

Technical Skills: o Proficiency in project management software (e.g., MS Project, Asana, Jira, or Trello) and Microsoft Office Suite o Proficiency with data analysis tools (e.g., Excel, Power BI, Tableau). Interpersonal Skills: o Excellent communication and leadership skills. o Strong problem-solving abilities. o Time management and multitasking capabilities. o Ability to work under pressure and meet tight deadlines. Preferred Qualifications: o Experience in specific industries such as government, business, healthcare, or IT. o Knowledge of Agile/Scrum methodologies. o Strong negotiation and conflict resolution skills. Certifications: o PMP, PRINCE2, Change Management, or Agile certifications from an accredited program or institution are required for an incumbent or candidate to be promoted or hired into a Senior Business Analys Certified (Grade 24).

Technical Skills: o Demonstrated proficiency in business analysis tools and software (e.g., MS Visio, Lucidchart, Jira, Confluence). o Demonstrated proficiency with data analysis tools (e.g., Excel, Power BI, Tableau). o Understanding of software development life cycles (SDLC) and Agile methodologies. Interpersonal Skills: o Excellent problem-solving and analytical skills. o Strong communication and presentation abilities. o Leadership and mentoring skills. o Ability to manage multiple stakeholders with differing priorities. Preferred Qualifications: o Experience in specific industries such as government, business, healthcare, or IT. o Experience with ERP systems, CRM platforms, or large-scale enterprise systems. o Ability to influence decision-making at all levels of the organization. o Experience in both Agile and Waterfall project environments.
