This Opportunity:

This Senior Associate position sits within the Americas'
Pricing, Value & Analytics that supports cost proposal development for U.S.
government and other institutional and commercial clients but will be available
to support a wide variety of other management and strategic initiatives. In
line with Palladium's spirit of agility, this position will work closely with
other team members to build skills, competencies, and best practices in
business development and project management.

Location and Compensation:

The position is based in Palladium's
Washington D.C. office.

For our prospective employees in the United States, please note
that the full-time equivalent annual base salary for this position is expected
to range from $61,000 to $95,000,
and successful candidates may also be eligible for additional, variable
incentive compensation dependent on the role. For part-time employees, the
salary will be prorated based on the actual number of hours worked.

Please be advised that a final salary offer will be based on
various factors, including but not limited to your qualifications, education,
experience, skills, seniority, performance, and Palladium's business or
organizational needs.

Reporting and Supervision:

The role reports to the Manager, Pricing, Value & Analytics

Primary
Duties and Responsibilities:

  • Assume proposal team role of lead pricer, with a primary focus on accountability for high value/complexity bids, responsible for completing entire cost proposal for all major clients.
  • Obtain and analyze pricing inputs (labor, management and operational strategy, procurement, subcontractor inputs, etc.) from technical teams, identify and communicate risks or issues, and formulate and propose viable strategies.
  • Conduct desk research and analysis on US Government and other donor regulation policies including (but not limited to) the Federal Acquisition Regulation (FAR) and Agency for International Development Acquisition (AIDAR).
  • Conduct market cost analysis and research.
  • Manage subrecipients/subcontractors as a part of the cost proposal process and perform activities including providing budget assumptions and guidance, taking the lead in negotiating budgets, developing required budget templates, and ensuring final submissions conform to donor requirements.
  • Update/maintain/enhance internal templates in accordance with institutional needs.
  • Ensure quality control and compliance of commercial proposal development (reviewing and editing cost/price models, narratives, and supporting/background documentation).
  • Provide cross-cutting, flexible support to a wide variety of tasks related to business development, project management, change management, and continuous improvement.
  • Assignments may include proposal coordination/management, project startup or closeout, training and facilitation, budget/financial/data analysis, subcontract management, knowledge management, and general quality control and assurance.
  • Support, coach, and mentor staff on the Agile Team, and in other departments that provide input to, or lead pricing, business development, and/or project management activities.
  • Perform other tasks that may be assigned as necessary, based on ongoing business and resource needs.

Key
Competencies and Professional Expertise:

  • Experience responding to cost and business proposal requirements for U.S. government and other institutional and commercial clients
  • Proficiency in budgeting, commercial pricing, cost recovery, financial modelling, fee analysis and strategy, and analytics.
  • Meticulous attention to detail and accuracy.
  • Exceptional planning, organization, and time management skills. Ability perform and prioritize under tight deadlines and shifting priorities.
  • Ability to effectively communicate with internal and external stakeholders and produce high quality written content.
  • High standard of written and verbal communication skills.
  • Excellent skills in Microsoft Office, particularly advanced Excel.
  • Experience leading and delivering capacity building, knowledge management, and strategic planning activities.
