Responsibilities

Empower AI is seeking a VTC Engineer to engineer, administer, and sustain enterprise video teleconferencing infrastructure for a Department of War agency across NIPRNet, SIPRNet, and JWICS enclaves, including secure VTC. The engineer manages VTC bridges and management platforms (e.g., Cisco Meeting Server/TMS, Expressway, Webex/Zoom for Government room integrations), room system codecs and endpoints, and scheduling and monitoring; provides Tier II/III resolution for escalated VTC incidents; maintains VTC Service Readiness to the PRS availability standard; leads VTC site surveys and installation projects; and ensures VTC systems are STIG-compliant and RMF-ready. As a TS/SCI privileged user, the engineer supports classified VTC on SIPRNet and JWICS. This is a salaried, FLSA-exempt position in which you will independently analyze situations, determine the appropriate course of action, and exercise discretion and independent judgment on matters of significance to the program and its customers.

THIS IS AN ONSITE ROLE IN QUANTICO, VA (RKB) WITH UP TO 10% OF TRAVEL INVOLVED.

JOB DUTIES:

    Engineer, administer, and maintain VTC infrastructure across enclaves: bridges and conferencing servers, management and scheduling platforms (e.g., TMS), Expressway traversal, room system codecs and peripherals, and integrations with Webex, Zoom for Government, Microsoft Teams Rooms, and Adobe Connect.
  • Provide Tier II/III engineering resolution for escalated VTC incidents, analyzing SIP/H.323 signaling, traversal, bandwidth/QoS, and endpoint behavior to determine root cause and implement permanent fixes; coordinate with the VoIP Engineer and network teams.
  • Maintain VTC Service Readiness to the PRS uptime/availability standard through proactive monitoring, preventive maintenance, and readiness procedures; lead VTC site surveys, room designs, Project Installation Plans, and installations for new rooms and refreshes.
  • Own STIG/SRG compliance, firmware baselines, ACAS remediation, and RMF/ATO evidence in eMASS for VTC systems, including secure VTC on SIPRNet and JWICS, and provide VTC availability data for the Customer Support Metrics Dashboard.
  • Administer and maintain enterprise unified communications infrastructure including Cisco Unified Communications Manager (CUCM), Unity Connection, Expressway, voice gateways, session border controllers, and VTC infrastructure (bridges, TMS, endpoints) across multiple security enclaves.
  • Provide Tier II/III engineering support for escalated voice and video incidents, performing in-depth analysis of call detail records, traces, SIP/H.323 signaling, QoS, and network behavior to identify root causes and implement permanent fixes.
  • Perform technical site surveys for new locations and expansions to assess power, networking, cabling, QoS, and A/V requirements, and produce formal findings reports and Project Installation Plans for Government approval.
  • Design, plan, and lead the installation, configuration, and testing of new or replacement communications equipment, coordinating with network engineering, facilities, security, and technicians and validating results against acceptance criteria.


Qualifications

REQUIREMENTS:

  • Bachelor's degree and a minimum of 4 years of related experience (an additional 4 years of related experience may be substituted for the degree).
  • Must be a U.S. Citizen.
  • Must have an Active Top Secret Clearance with SCI eligibility (favorably adjudicated T5/T5R) to start.
  • Must be within investigation scope and/or currently enrolled in Continuous Evaluation / Continuous Vetting.
  • Must possess and maintain a current DoD 8570/8140 IAT Level II baseline certification (e.g., CompTIA Security+ CE, CySA+, GSEC, SSCP, or CCNA-Security).
  • Demonstrated ability to work independently, analyze problems, determine the appropriate course of action, and exercise discretion and independent judgment with limited day-to-day supervision.
  • Minimum of 3 years of experience engineering and administering enterprise unified communications (VoIP and VTC) infrastructure.
  • Hands-on administration experience with Cisco Unified Communications Manager, Unity Connection, and Expressway or equivalent, and with Cisco and/or Poly VTC infrastructure and endpoints.
  • Strong knowledge of voice/video protocols (SIP, H.323, MGCP, RTP/SRTP), dial plan design, IP networking, and Quality of Service implementation.
  • Experience applying DISA STIGs to communications systems and remediating vulnerabilities identified by ACAS/Nessus.
  • Experience executing changes through a formal Change Management process and performing work in scheduled maintenance windows.
  • Ability to participate in an after-hours on-call rotation and support Saturday maintenance windows.
  • Strong analytical, documentation, and communication skills.
  • Experience supporting secure vtc on siprnet and/or jwics.

DESIRED SKILLS:

  • Cisco CCNP Collaboration (or CCNA Collaboration working toward CCNP), CompTIA Security+ CE or CySA+.
  • Experience supporting Department of War (DoW) or Intelligence Community communications on NIPRNet, SIPRNet, and JWICS, including secure VTC and DISN/DSN connectivity.
  • Experience with contact center technologies (e.g., Cisco UCCX/Webex Contact Center) supporting a high-volume service desk.
  • Experience with Cisco Webex, Microsoft Teams Phone, Zoom for Government, Adobe Connect, or hybrid collaboration integrations.
  • Experience with eMASS, STIG Viewer, SCAP tools, and RMF documentation for communications systems.
  • Experience using ServiceNow (incident, request, knowledge, CMDB, Service Catalog, Virtual Agent) or a comparable enterprise ITSM platform.
  • Experience supporting DoW Mobility Classified Capability (DMCC-S) or other secure mobile voice solutions.
