Responsibilities

Empower AI is seeking a IT Asset / Lifecycle Manager to lead Hardware/Software Lifecycle Management for an enterprise IT Customer Support Services program supporting a Department of War agency. The Manager is accountable for 100% accountability, compliance, and audit readiness for all in-scope IT assets from procurement through disposition, including the authoritative asset inventory, software license and hardware warranty compliance, IUID property accountability, logistics and shipping/receiving (including certified COMSEC handling), end-of-life management through DRMO, and Supply Chain Risk Management. The role leads asset management and logistics specialists, partners with procurement, desktop, communications, and mobility teams and the Government's Logistics Management Office, and delivers the Quarterly Lifecycle and License Management Report and SCRM Plan. This is a salaried, FLSA-exempt position in which you will independently analyze situations, determine the appropriate course of action, and exercise discretion and independent judgment on matters of significance to the program and its customers.

THIS IS AN ONSITE ROLE IN QUANTICO, VA (RKB) WITH UP TO 10% OF TRAVEL INVOLVED.

JOB DUTIES:

    Lead the hardware and software lifecycle management program, establishing the policies, processes, controls, and tooling that maintain the authoritative inventory for all in-scope assets with all required data fields and deliver 100% accountability and audit readiness.
  • Own software license and hardware warranty accountability, including compliance positions, renewal planning, and execution of the multi-stage expiration notification timeline defined in the PRS, and manage license true-ups and optimization recommendations.
  • Ensure DFARS 252.211-7003 compliance for Government-designated accountable assets through accurate IUID data submission via WAWF Receiving Reports in PIEE, and oversee MIRR/DD 250 support when required.
  • Direct logistics, shipping, and receiving operations, including secure handling of cryptographic (COMSEC) material by certified personnel in accordance with NSA policy and COMSEC Courier Authorization, receiving verification, and coordination with the Logistics Management Office.
  • Manage the end-of-life process for all assets, including disposition of EOL, defective, and damaged equipment through DRMO as directed, and coordinate hardware refresh planning with desktop, communications, and mobility teams.
  • Develop, deliver (within 60 days of award), and maintain the Supply Chain Risk Management (SCRM) Plan implementing required controls (SA-12 family, IR-4(10), IR-6(3), SA-11, SA-14, SA-15, SI-7, CM-4, PM-16) in coordination with the Risk Management Support Lead.
  • Deliver the Quarterly Lifecycle and License Management Report as the authoritative status of all managed assets, support Government capacity planning with utilization analysis, respond to ad hoc data calls for forecasts and projected costs, and provide lifecycle risk summaries to the Monthly Customer Support Activity Report.
  • Lead and develop asset management and logistics specialists, integrate asset processes with the ITSM CMDB and procurement (RIP) processes, and drive continuous improvement in data quality, automation, and audit performance


Qualifications

REQUIREMENTS:

  • Bachelor's degree and a minimum of 10 years of related experience (a Master's degree with 8 years of related experience, or an additional 4 years of related experience in lieu of a degree, may be substituted).
  • Must be a U.S. Citizen.
  • Must have an Active Secret Clearance (favorably adjudicated T3/T3R) to start.
  • Must be willing and able to obtain Top Secret eligibility after start, if required by mission needs.
  • Must be within investigation scope and/or currently enrolled in Continuous Evaluation / Continuous Vetting.
  • Demonstrated ability to work independently, analyze problems, determine the appropriate course of action, and exercise discretion and independent judgment with limited day-to-day supervision.
  • Minimum of 10 years of experience in IT asset management, property accountability, or IT logistics, including at least 3 years leading an asset management function for an enterprise or DoD program.
  • Expert knowledge of DoD property accountability and internal-use software requirements (DoDI 5000.64, DoDI 5000.76), IUID (DFARS 252.211-7003), WAWF/PIEE, and DRMO disposition.
  • Demonstrated experience managing enterprise software license compliance and hardware warranty/maintenance portfolios.
  • Experience developing SCRM plans or implementing supply chain risk management controls (NIST SP 800-53 SA-12 family, DoDI 5200.44).
  • Experience with IT asset management platforms (e.g., ServiceNow HAM/SAM, DPAS) and integration with CMDB and procurement processes.
  • Experience leading teams, producing formal Government deliverables, and supporting audits.
  • Excellent analytical, organizational, and communication skills.

DESIRED SKILLS:

  • IAITAM CITAM, CHAMP, and CSAM; ITIL 4 Managing Professional; APICS/ASCM CSCP or CLTD.
  • Experience supporting Department of War (DoW), DoD, or Intelligence Community environments across multiple enclaves.
  • COMSEC custodian or courier experience and knowledge of NSA COMSEC policy.
  • Experience with Technology Business Management (TBM) and IT financial analysis for lifecycle planning.
  • Experience with Power BI for asset and license dashboards.
  • Experience managing asset transition-in and baseline inventory establishment for a new contract.
