The Loudoun County Sheriff's Office is looking for a full-time Systems Manager to join our team. The position is located within the Administrative and Technical Services Division at the Loudoun County Sheriff's Office Headquarters Building.

Job Summary
-
Under the general direction of the designated supervisor, manages assigned Information Technology (IT) operations and staff to support LCSO systems, applications, and projects. This position manages security protection for County systems, development of new applications, maintenance, and support of existing applications; protects computer assets; supports service desk; manages business relationships; governs project management, oversees the Department's project portfolios; and/or oversees operation of the network and telecommunications infrastructure. This position acts in supervisor's absence on matters concerning the representation of the Department and interaction with department directors.
Job duties include:
- Develops and submits management and fiscal plans for the program; oversees all operations to support attainment of goals and objectives.
- Researches and obtains program pricing needs to contribute towards the annual Division budget; monitors the budget to ensure expenditures to not exceed the budget.
- Ensures effectiveness of software operational environment during times of critical processing operations; manages implementations, on- line system modifications, and migrations.
- Performs needs analysis, requirements definition, and systems design; manages the design, testing, documentation, and functional specifications for complex systems; develops project plans for production of deliverables and reporting mechanisms; and assures accountability for timelines and deliverables.
- Provides technical oversight for the installation, inspection, maintenance, and repair of two-way radios, microwave systems, generators, UPS systems, public safety camera networks, and accessory equipment.
- Encourages the high performance and motivation of program staff; provides leadership to ensure achievement of Department goals; and identifies and recommends new service level requests.
- Contributes to the development of strategic plans.
- Provides support to customer department; consults to identify needs and issues; provides alternatives and suggestions for addressing and consults with colleagues to develop best practices approaches to address departmental needs and requests.
- Contributes to policies impacting assigned programs.
- Protects the County systems from security threats and intrusion attempts; maintains network security and ensures compliance with security policies and procedures.
- Builds a project portfolio creating a strategic portfolio for Loudoun County projects requiring technology; works with managers to create a process for investment decisions; and prioritizes new work, determines metrics, and provides a project management methodology.
- Provides feedback and recommendations to the Division Manager about operations, equipment needs, and issues.
- Develops network operational plans and forecasts; recommends acquisition and implementation of new technologies.
- Provides technical support for complex or difficult to resolve issues; consults with colleagues to develop solutions to complex technical issues.
- Administers and manages contracts with vendors to ensure performance and services comply with terms and provisions of contracts.
- Manages projects to design, program, test, debug, document, and meet the functional specifications for complex application programs and systems.
- Monitors network performance for the County business and specialized enterprise information systems; uses available network monitoring tools and analyzes system utilization to identify problems and make adjustments.
- Manages, directs, and provides oversight of overall customer support services provided by the team and contractors.
- Manages staff performance in accordance with County and Human Resources policies; provides regular feedback; completes appraisals of performance; ensures staff adheres to all applicable policies and procedures of the Department and of the County; ensures staff is trained and certifications are current; and advises supervisor of challenges with staffing, workload, or performance.
Hiring salary will be commensurate with experience.

Minimum Qualifications
-
Bachelor's degree in Computer Science or related field; three (3) years of related work experience in operations management, network engineering, systems development, enterprise systems management, budgeting, automation, and administration including one (1) year of supervisory experience; or equivalent combination of education and experience.
Prefer certifications such as Information Technology Infrastructure Library Foundation certification (ITIL), Project Management Professional certification (PMP), or Certified Associate in Project Management (CAPM). Prefer experience in: Innotas/Planview software: Leankit tools; other project management software; SharePoint; Teams; and ServiceNow software.
