Bering-Alaka`ina Holdings (BAH) is looking for a Financial Associate to support our government customer located in San Diego, California.
DESCRIPTION OF RESPONSIBILITIES:
- Act as the primary financial point of contact for the DoW HIV/AIDS Prevention Program (DHAPP) n various countries.
- Review quarterly financial reports, grant fund status, and program outlay data using MS Excel and business intelligence software to ensure proper country program financial management and timely processing of payments to implementers.
- Conduct monthly or quarterly meetings with country team staff to review expenditure data and provide a summary of program financial status.
- Routinely track and report the status of several DHAPP grant awards approaching the cumulative period of performance end date.
- Coordinate consistently with the Defense Finance Accounting Service (DFAS) and State Department Payroll to manage prior year Lines of Accounting (LOAs) and resolve Unmatched Transactions (UMTs).
- Assist in the creation, tracking and dissemination of funding documents to U.S. Embassies, including drafting and updating Fund Cite letters and crosswalks. Update locally employed staff (LES) payroll information and process recoup of funding increase amendments.
- Assist with financial forecasting and finalizing statements of work to ensure program budgets are properly funded for the upcoming fiscal year.
- Other duties as assigned.
REQUIRED DEGREE/EDUCATION/CERTIFICATION:
Bachelor's Degree or equivalent.
REQUIRED SKILLS AND EXPERIENCE:
- Greater than three (3) years of professional experience in federal financial management, budget execution, or program analysis.
- Advanced proficiency in Microsoft Excel, including the ability to create pivot tables and use formulas for financial forecasting and program outlay data analysis.
- High proficiency in Microsoft 365 suite (Teams, Outlook, Word).
- Strong interpersonal skills to effectively collaborate with country teams and stakeholders to coordinate financial activities and sustain strong professional relationships.
Excellent verbal and written communication skills with the ability to present complex financial data to non-financial staff.
PREFERRED SKILLS AND EXPERIENCE:
- Working knowledge of Defense Finance Accounting Service (DFAS) and/or Department of State payroll and funding processes.
- Working knowledge of specific DoW financial and accounting systems, such as General Fund Enterprise Business System (GFEBS)
Prior experience supporting the DoW HIV/AIDS Prevention Program (DHAPP), President's Emergency Plan for AIDS Relief (PEPFAR), Defense Health Agency (DHA) or other global health/security cooporation program.
REQUIRED CITIZENSHIP AND CLEARANCE:
U.S. Citizenship required.
