WHAT YOU'LL DO: The Chief Estimator, NY/NJ will report to the Director of Estimating and, as a business partner for the Regional Vice President, is responsible for building and leading a team of estimators in support of the goals and growth of the Business Unit and Company. The Chief Estimator, NY/NJ will collaborate with other Chief Estimators and the Director of Estimating in developing and implementing best practices and standards across business units. The Chief Estimator will be involved in pursuits from Go/No-Go decisions through capture planning, RFP responses, and negotiations. In managing the estimating effort for the region, the Chief Estimator will handle the assignment of estimating work, manage and mentor junior staff, establish standards, and provide a thorough understanding of the NY/NJ market for clients, partners, and vendors. Core Responsibilities:
- Pursuits - Assign and lead a team in executing the duties of the estimating department in pursuit of projects.
- Build Mentality - Build a focus on how projects will be planned and constructed so the team can build its bids accordingly.
- Reviews - Ensure all bids are set up properly, all required reviews are completed, and the project is ready for final and executive reviews with the Business Unit leaders and BCU Senior Leadership.
- Estimating Excellence - Instill in the estimating team a focus on a technical understanding of the work, incorporating logistics, schedule, means and methods, cost of work, crew structure, production history, subcontractor & vendor coverage as well as final selection along with a commercial understanding of the proposal.
- Teams - Assist the Director of Estimating and Vice President, NY/NJ, in assembling, developing, and mentoring a team focused on the unique pipeline of opportunities. This will include involvement in discussions of required staffing levels, hiring, Blueprints, developing and identifying training, overseeing and managing junior estimators as they pursue projects, and otherwise supporting career development for the entire group.
- Capture Planning - Take an active role in capture planning for key pursuits, with a focus on Best Bid, Best Team, and Bid to Win components, ensuring the bid reflects the developed strategy.
- Subcontractor Relationships - Take an active role in developing and maintaining key subcontractor relationships to ensure BOND has the key vendors needed to support Business Development's pipeline of opportunities.
- Subcontractor Selection - Develop and implement the tools necessary to drive sufficient subcontractor coverage through a prequalification program, an ITB process, and a Bid Leveling System.
- Account Based Management - Work with the Client Executives and Account Managers to ensure our proposals are well aligned with the expectations of each client.
- Systems - Develop and maintain the systems and tools utilized by the department, including HCSS, Building Connected, and others deemed necessary for the overall estimating process.
- Improve Competitiveness - Develop processes, tools, and a mindset to ensure our proposals reflect a clear understanding of cost, allowing us to achieve our most competitive cost model.
- Processes - Develop and maintain the Estimating Department's Standard Operating Procedures to ensure accuracy, completeness, and consistency of product; an appropriate level of estimating precision; and that the department produces best-in-class estimating services.
- Develop and maintain a regional M/WBE outreach program in support of both internal and external diversification goals.
- Historical Cost Data and Production - Maintain, communicate, and educate the estimating team on historical production rates and market pricing. Work alongside the Controls and Operations departments to identify pertinent production analysis opportunities.
- Innovation - Actively promotes new and innovative Estimating IT solutions to maintain an Estimating staff with estimating IT intelligence. Works across the organization to assist in identifying optimal system platforms to ensure connectivity, interoperability, and estimating production is maximized.
- Communication - Take a lead role in ensuring the entire Estimating Department coordinates with Safety, Operations, Controls, Pursuits, Client Development, Marketing, and IT in all project pursuits to provide a fully integrated project estimate that is complete and best in class.
- Account Management - Act as account manager for select clients.
- Participate in presentations to the Senior Leadership Team and clients. At times, this role may be responsible for "closing the deal" under the direction of either the Business Unit Leader, Director of Estimating, or VP, Sales and Revenue Strategy.
- Provide technical assistance in negotiating contracts, change orders, or developing marketing collateral as required.
- Take a lead role in the preparation of studies, materials, methods, recommendations, and cost estimates as required.
- Establish and maintain a strong market presence with clients, subcontractors, and industry peers by being active in industry networking events and maintaining a presence at conferences and meetings.
Qualifications:
- A bachelor's degree, preferably in engineering, business, or construction management, or equivalent experience.
- Extensive experience and knowledge of all aspects of civil, utility, heavy mechanical, and heavy electrical construction.
- An ability to understand the cost drivers unique to our business and the impact of complex contract payment terms on the financial outcome of projects.

- The expected salary range for this role is $230,000 to $285,000 per year. Actual compensation may vary based on experience, skills, and qualifications.
