The Scheduling and Logistics Manager (SLM) supports the federal monitoring of Head Start and Early Head Start grant recipients. The SLM oversees the Annual National Schedule and the full lifecycle of travel operations to support successful monitoring reviews.
This role ensures efficient resource deployment; maintains compliance with federal regulations and project requirements across systems; sustains excellent client relationships; and drives process improvements to enhance operational performance.
The SLM collaborates closely with cross functional teams to resolve staffing needs, maintain schedules, and deliver high-quality logistical and scheduling support.
Core Duties and Responsibilities
- Create and manage 5year review projections for the Annual National Schedule; maintain the Schedule on an ongoing basis to ensure reviews are completed as required.
- Support end-to-end travel logistics for monitoring teams to deliver successful, disruption-free reviews.
- Ensure that all travel logistics remain within defined scope, timelines, and federal guidelines and performance expectations.
- Complete, contribute to, and support the development of required reports.
- Maintain compliance and data integrity across systems and tracking tools.
- Create and extract system reports for various data sets.
- Deploy team resources efficiently to ensure timely delivery of project requirements.
- Identify operational gaps, propose improvements, and implement streamlined processes for efficiency and effectiveness.
- Develop internal and external tools such as manuals, guides, checklists, and webinar presentation materials.
- Create training materials and standard operating procedures (SOPs) to support operational consistency and quality.
Daily Tasks
- Monitor, manage, and maintain the Annual National Schedule.
- Responsible for issuing timely, accurate notifications to grant recipients regarding scheduled monitoring reviews.
- Oversee daily operational performance of scheduling and logistics support staff, ensuring adherence to workflows and service-level expectations.
- Collaborate with cross functional teams to resolve reviewer and/or travel challenges.
- Develop and maintain project plans, timelines, and operational trackers.
- Maintain review trackers and share internally as needed.
- Resolve pending issues and approvals from the logistics associates.
- Lead and participate in support area huddles, contract and project specific meetings, client meetings, and other internal and stakeholder meetings.
- Monitor and maintain efficient allocation of staff and tools to meet fluctuating operational demands.
- Create and/or approve required project weekly and monthly reports.
- Conduct quality assurance and compliance checks across scheduling and logistics tasks.
- Monitor email communications and respond to OHS regional office staff, grant recipients, and reviewer inquiries.
- Set and reinforce internal quality and response standards across the logistics team.
- Create or support the development of project materials, including tools, SOPs, correspondence, templates, etc.
- Complete additional duties as assigned.
Required Qualifications
- Minimum of five (5) years of experience in project management related to large-scale logistics or travel programs.
- Strong organizational skills with the ability to manage multiple tasks and deadlines.
- Ability to maintain data accuracy and work within compliancedriven environments.
- Proficiency in Microsoft Suite and SharePoint.
- Strong communication skills, including the ability to uphold professional standards across teams.
- Ability to produce clear, compliant documentation including SOPs, operational guides, and client-facing materials.
- Experience leading or supporting crossfunctional teams.
- Ability to obtain Tier 2 IT security clearance through the Department of Health and Human Services Administration for Children and Families.
Preferred Qualifications
- Experience with OHS monitoring reviews and/or federal compliance frameworks.
- Proficiency in the following systems: Trip Circuit/Grasp Reporting; Concur; Conferma; and/or Salesforce.
- Experience performing risk assessments, mitigation planning, and process optimization and knowledge of continuous improvement methodologies.
- Experience with federal contracting.
