Construction Engineering Technician This position requires an active Secret security clearance to be considered. A government contract requires that this position be restricted to U.S. citizens or legal permanent residents. You must provide documentation that you are a U.S. citizen or legal permanent resident to qualify. Provides professional on-site construction quality management support to the Naval Facilities Engineering Systems Command (NAVFAC) within the Atlantic Area of Responsibility (AOR). Works in close coordination with the Construction Manager (CM) and serves as a key on-site resource for day-to-day quality assurance, safety oversight, and technical coordination on federal military construction contracts at Navy and Marine Corps installations. Work is primarily performed on-site in Portsmouth, VA and Kittery, ME, with additional locations and remote work as directed. A 2nd Shift variant of this position may also be available. Construction Engineering Technician Responsibilities Include: * Review construction submittals, Requests for Information (RFIs), daily contractor reports, schedules, Accident Prevention Plans (APP), Activity Hazard Analyses (AHAs), and other contract documentation. * Review and annotate contractor daily reports, as required. * Verify accuracy of as-built drawings to support invoice/pay application reviews. * Ensure official contractor correspondence and submittals are captured in the contract file. * Coordinate utility connections, lay-down and storage areas, excavation, and other construction-related permits, as required. * Support installation of collateral equipment and coordination of phone/data/communications connections. * Assist with coordination of cylinders/cores, keying systems, key turnover to owner/occupant, and facility system training for owner/occupants and Public Works shops personnel. * Coordinate outages in support of construction activities. * Support review and coordination of acceptance for Crane Critical Lift Plans, including verification of crane operator qualifications and certificates of compliance. * Perform Quality Assurance (QA) inspections on definable features of work and document results. * Perform witness testing for construction-related testing requirements. * Verify contractor monthly site safety self-evaluations are completed and submitted with pay vouchers/invoices; perform worksite safety assessments as needed. * Assist with investigation of potential latent defects. * In conjunction with the CM, review AHAs to ensure activities are briefed by the prime contractor and subcontractors prior to work start and when new crews mobilize. * In conjunction with the CM, review and recommend acceptance of the APP. * When applicable, coordinate with the NAVFAC CM and issue non-compliance notices to the contractor. * Review pre-final contract drawings/specifications (including Division 01 administrative requirements) and technical RFPs; conduct on-site constructability reviews against field conditions. * Provide technical input on local conditions (materials availability, labor market, constructability constraints) and recommend solutions for designer consideration. * Participate in partnering sessions and support effective working relationships between contractors, Supported Command, and Government team members. * Support preliminary scheduling meetings and review 3-week look-ahead schedules, as applicable. * Review baseline schedule updates with the CM to assess status (ahead/on/behind); review critical activities and participate in bi-weekly look-ahead meetings when performance falls behind. * Arrange and coordinate pre-final and final acceptance inspections; track and verify completion of punch list items. * Support closeout deliverables, including as-builts, warranties, Operations & Maintenance (O&M) manuals, and spare parts turnover. * Support environmental compliance and coordinate EPA jobsite visits when required. Construction Engineering Technician Experience, Education, Skills, Abilities requested: * Minimum of 5 years of verified experience as a Superintendent or Quality Control Manager for a General Contractor on Federal Government construction contracts, OR 10 years of verified journeyman experience in one or more of the following trades on commercial/industrial/military projects: Concrete, Mechanical, Electrical, Masonry, or Carpentry (residential experience does not qualify). * Must hold a current USACE/NAVFAC Construction Quality Management (CQM) for Contractors Course completion certificate (may be completed within 45 calendar days of onboarding). Certificate must remain valid during the period of performance (renewal required prior to expiration). * Working knowledge of USACE EM385-1-1 Safety and Occupational Health Requirements and OSHA 29 CFR Part 1926. * Knowledge of crane safety requirements and weight handling equipment operations. * Ability to coordinate and support execution of construction quality management processes across assigned projects. * Ability to work independently while keeping Government sponsors informed under administrative and technical control. * Proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook). * Must pass pre-employment qualifications of Cherokee Federal.
