This position will manage the Application Services Section of the Information Technology Division at the Broward County Aviation Department. The qualified candidate will be an innovative technical individual with the ability to lead projects, work with other teams and communicate effectively while fostering strong productive relationships and optimizing work processes. This working manager position will be responsible for ensuring that our application and reporting systems are implemented and maintained to meet the needs of our organization. Collaborate with stakeholders to gather requirements, define project scopes, goals, and deliverables. Monitor and manage application performance, availability, and security, identifying and resolving issues in a timely manner. The qualified candidate will stay up to date with industry trends and best practices within the airport and government community, driving continuous improvement within the team. Utilize effective communication and collaboration to manage vendor relationships, including contract oversight, performance evaluation, and issue resolution. In addition, this role will participate in the Change Control Process, IT Incident Response and Disaster Recovery/COOP and serves as the IT Security Vulnerability Remediation Liaison to our vendor managed applications.

Establishes priorities, sets deadlines, and provides leadership in the development and maintenance of systems and in the resolution of operational issues with enterprise business applications, through coordination with technical staff, user agencies, and vendors.

Directs and participates in the design, development, and implementation of computer based and other systems; determines the feasibility of installing or converting work systems and processes for electronic data processing or other needs.

Assigns, coordinates, and supervises staff in operational maintenance and support activities and provides project management oversight and guidance to assigned staff; organizes diverse technical teams for upgrades, release planning, data migration, and other operational and project activities.

Researches technical issues and provides solutions; makes technological recommendations for improvements; evaluates office data processing needs and proposals and assesses project feasibility and requirements, including cost-benefit analysis.

Consults with the Division Director, management, and staff to assess the Division's computing needs and systems requirements; reviews and approves systems, designs, and program adequacy; directs the evaluation of new data processing technical developments in hardware, software and/or application development; researches new technologies, tools and trends and recommends equipment and program modifications deemed feasible.

Provides leadership to develop technology solutions for process improvement, efficiency and cost-savings.

Directs the professional development and training of staff; assigns staff to application development, operational maintenance and support activities, and monitors progress; performs administrative duties such as performance evaluations for subordinates, one-on-one progress meetings, team meetings, coaching, and mentoring technical staff.

Performs related work as assigned.

General Description

Establishes, maintains and communicates IT (information technology) procedures, policies, standards and strategic direction related to technical work and data processing systems activities, including systems analysis and programming for a division.

Works under administrative supervision, developing and implementing programs within organizational policies, and reports major activities to executive level administrators through conferences and reports.

Minimum Education and Experience Requirements

Requires a Bachelor's degree from an accredited college or university with major coursework in computer science or closely related field.

(One year of relevant experience may be substituted for each year of required education.)

Requires four (4) years in planning, managing and implementing information system solutions or closely related experience including two (2) years supervisory experience.

Special Certifications and Licenses

May require possession of or eligibility to obtain basic FCIC/NCIC (Florida/National Crime Information Center) certification depending upon area of assignment.

Possess and maintain a Florida Class E Driver's License based on area of assignment. Additional Information:

Per the Code of Federal Regulations, Title 49, Part 1542, all airport employees must undergo a Criminal History Records Check (CHRC) and a Security Threat Assessment (STA) in order to obtain a Security Identification Display Area (SIDA) Badge, as required by the Transportation Security Administration (TSA).

All candidates must complete an extensive work history verification and criminal background check, including fingerprinting and all other information as required by the Federal Aviation Administration.
