Position Information

Help support the evaluation and implementation of the Trauma-Informed Approach Public Health Nursing Program as a Program Planning and Evaluation Analyst!

Starting salary up to $60.38/hour ($126,020/year) and a competitive total compensation package!*


Please note: The Department of Health Services is currently recruiting to fill a Program Planning and Evaluation Analyst - Time-Limited position, which is currently grant-funded through June 30, 2029.

About the Position

The Department of Health Services is currently seeking a Program Planning and Evaluation Analyst to deliver training, technical assistance, and evaluation support for counties across the state of California who are implementing the Trauma-Informed Approach in Public Health Nursing (TIA-PHN) Program. TIA-PHN is an innovative, evidence-informed home visiting model that seeks to improve maternal and child health outcomes, mitigate toxic stress, and strengthen resilience for families pregnant and/or parenting with children 0 to 5, with a history or risk of trauma. In collaboration with partners from the University of California, San Francisco (UCSF), Napa County, and the San Francisco Department of Public Health, this position will lead training and technical assistance activities to ensure TIA programs statewide and locally are delivering the model to fidelity, while supporting coordination of multi-site evaluation of the TIA-PHN model. Some of the duties that this position will be responsible for are:

  • Developing and refining protocols and procedures for the TIA-PHN model, working in collaboration with other local health jurisdictions
  • Developing training tools and resources to support TIA-PHN staff across California in implementing the TIA-PHN program model
  • Developing and monitoring a program implementation plan for the three-year grant-funded project
  • Collaborating with the evaluation team to identify measures to capture the TIA-PHN model's outcomes and impacts
  • Preparing reports for funders, staff, and other partners to illustrate the program's work and impacts
  • Serving as the primary point of contact for the evaluation team, and working closely with partner counties to support their participation in the evaluation
  • Reviewing and interpreting program data and providing recommendations to guide program improvements
  • Facilitating quarterly meetings with TIA-PHN teams in participating counties for quality improvement and to nurture strong, collaborative relationships with other partners
  • Providing direct supervision and support to the TIA-PHN Resources Team

As the ideal candidate for this position, you will possess a strong grasp of program planning, project management, facilitation, implementation science, and program evaluation. In addition, you will possess many of the following:

  • The ability to make decisions and create work products independently, while working with different partners to incorporate feedback
  • Experience creating and delivering trainings and/or providing technical assistance to a variety of audiences
  • Excellent project management and facilitation skills
  • Experience using data to monitor fidelity and support continuous program improvement
  • Experience working on state or federal grants
  • A skillset in data analysis, qualitative and quantitative research methods, and program evaluation
  • Knowledge of racial equity concepts, social determinants of health, public health, and trauma-informed principles
  • Experience in or knowledge of maternal and child health and/or home visiting
  • A strong interest in being a leader in building a new statewide program to support counties across the state
  • Experience supervising, leading, and/or mentoring a team

Please note that this position will need to independently travel to visit partnering counties to provide training, conduct site visits, and attend meetings/conferences as needed.

This recruitment is being conducted to fill a Program Planning and Evaluation Analyst - Time-Limited position in the Department of Health Services. Minimum Qualifications

Experience and Education: Any combination of education, training, and experience which would provide the opportunity to acquire the knowledge and abilities listed herein. Normally, graduation from a college or university with a degree in social work, gerontology, psychology, sociology, public health, health science, health education, community health, public policy, public administration, business administration, economics, or a closely related area, and two years of experience in program planning, staff development, program supervision, community organization, and/or analysis of human, health, and/or child support services programs would provide such opportunity.

Specific experience related to the assigned division may be required for designated positions.

License: Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.

Considerable knowledge of: the principles and practices of data collection, management, and analysis, program planning, evaluation, needs assessment, and research methodology; project and program management; techniques, principles and work of the assigned program area; social and economic problems that call for the use of public and private county services; legislation and laws that regulate the operations of assigned program areas.

Working knowledge of: the principles and practices of grant preparation and review; budgeting and financial analysis including governmental sources of funding; principles, practices and methods of staff development; community resources and service agencies, including both private and other public agencies; the principles and practices of public economic assistance and service programs; principles of effective oral and written communication; effective community engagement and communication strategies and methods; personal computers and data base management systems.

Ability to: read, review, research, and analyze information including complex rules and regulations; plan, organize, develop, and carry through research projects effectively; select proper research methodology and apply it to program planning problems; design and evaluate program objectives and procedures; develop and implement training plans and programs to meet program needs; write and speak effectively; translate complex and/or complicated information into clear, concise terminology; understand and use data management systems to collect, manage, retrieve, and analyze quantitative data; present analysis and information visually as well as in writing; work cooperatively with a wide variety of professional and lay persons; work effectively with community groups and organizations; analyze problems and complaints and identify solutions; prepare, interpret and evaluate a variety of narrative and statistical data and reports; understand, interpret and apply procedures, laws, rules and regulations as they apply to assigned area; ensure proper compliance with federal, state and local guidelines, policies, goals, rules and regulations; understand and communicate complex systems and the relationship between a variety of initiatives.
