Position Description:

Leads the organization's HR compliance and policy governance function, ensuring alignment with federal, state, and local employment laws and regulatory requirements, and internal policies. Research and remains aware of any regulatory changes. Responsible for preparing and submitting required compliance reports (e.g., Affirmative Action Plans, EEO-1, Vets 4212) and responding to third-party employment-related complaints (e.g. EEOC, Attorney General). Also works with Legal and Outside Counsel, Asset Protection, Safety, and Workers' Compensation, analyzing statistical data to recommend, design, and/or implement program changes and cost-saving measures for Goodwill of Central and Northern Arizona (GCNA) and its affiliated entities.

Essential Duties and Responsibilities:

  • Demonstrates understanding and proactively monitor, interpret, and assess changes in federal, state, and local employment laws and regulations; present changes to leadership and ensure timely and compliant updates to policies, practices, and procedures.

  • Serve as the subject matter expert on HR policies and procedures, providing guidance to HR, leadership, and other stakeholders.

  • Oversee the Company's policy and procedure process, including maintaining the Company's Policies and Procedures Portal, including drafting revising policies, procedures, handbooks and other related documents.

  • Lead special projects related to HR compliance, risk mitigation, and policy development as needed.

  • Track updates in employment laws (e.g., FMLA, ADA, EEO, OSHA, FLSA) and ensure organizational adherence.

  • Educate employees, managers, and HR staff on compliance requirements and ethical standards; partners closely with Learning and Development to create training.

  • Assists with discovery and investigating facts through collecting information such as financial, legal, compliance, regulatory, employment, medical, or other records, and provides historical reference by developing and utilizing filing and retrieval systems; documents and maintains evidence related to employment claims.

  • Monitors and examines EEOC, DOL, and general litigation claims brought against the company, to evaluate potential risk factors and recommend mitigation efforts; drafts initial response.

  • Exercises independent judgment in investigating legal claims, including conducting witness interviews to obtain information about legal issues or claims.

  • Conduct investigations pursuant to agency employment complaints and allegations of ethical wrongdoing or conflicts of interest.

  • Tracks trends in employment complaints, to proactively raise risk areas and recommend corrective action as necessary.

  • Builds relationships internally and collaborates effectively on cross-functional teams.

  • Assists with Commission on Accreditation of Rehabilitation Facilities (CARF) and other certification compliance programs, ensuring GCNA and its affiliated entities meet all necessary requirements.

  • Manage and produce HR compliance reporting, including collaboration with internal and external partners to prepare and submit required statutory filings (e.g., EEO, VETS, pay data reporting, and Pavilions).

  • Updates job knowledge by participating in educational opportunities; reads professional publications; maintains personal networks; participates in professional organizations.

  • Prepares PowerPoint presentations and materials, as needed.

  • As needed, conducts training related to employment law.

Minimum Qualifications (Education, Experience, Skills):

  • Minimum of 5 years' experience 5+ years in HR, specifically focused on compliance, legal, or auditing functions. California experience a plus.

  • Experience managing and responding to employment related agency claims strongly preferred.

  • Experience drafting and administering multi-state polices strongly preferred.

  • Must be highly proficient in Microsoft Word, Excel, PowerPoint and Outlook.

  • Strong written, verbal, and interpersonal communication skills, including electronic media and e-mail.

  • Ability to read, edit, and interpret complex documents, both electronically and in hard copy,in order to create a clear audit trail.

  • Ability to work independently on assigned tasks, as well as to accept direction on given assignments.

  • Ability to multi-task effectively in a fast-paced environment, and deal with frequent changes, delays, or unexpected events.

  • Manages time well, meets deadlines, and prioritizes multiple tasks with high attention to detail and accuracy.

  • Demonstrates high level of professionalism and relates comfortably and professionally to people in all levels of the organization.

  • Strong ability to organize and maintain hard copy and electronic documents, files and information.

  • Exercises discretion and maintains high level of confidentiality at all times by having the ability to identify and hold sensitive, financial, proprietary, and/or attorney-client privileged information in strict confidence.

  • Must be able to quickly acquire a thorough knowledge of policies and procedures and understand the mission, vision and culture of the organization.

  • Ability to pass a background check and drug screen, where applicable for the position.
