Nokia is seeking an experienced professional to lead our engagement and advocacy with US government stakeholders on international and trade policy issues. Nokia is a trusted global innovator, manufacturer, and vendor of the technologies that enable next generation communications, from 5/6G to AI Data Centers. This role will have principal responsibility for supporting Nokia's business units through engagement with US government agencies on issues affecting our global sales and supply chains. Key issues include promoting Nokia as a trusted and secure partner, addressing supply chain challenges, and advocating for support from US development financing institutions. Candidates should have experience working with or in US agencies responsible for international trade policy, including US Department of State, Commerce, and USTR. Experience working at one or more of these agencies is a plus.


  • Lead Nokia's U.S. congressional engagement strategy. Build relationships with key members of Congress, staff, committees and leadership to advance Nokia's policy interests.

  • Represent Nokia in industry associations, coalitions, and relevant forums.
  • Monitor, analyze, and report on US government policies related to international trade, supply chain security, and global regulatory frameworks.
  • Track and advocate on tariff rules and export requirements affecting communications technologies, ensuring Nokia's compliance and advancing its interests.
  • Engage with officials at the US State Department and development financing institutions to advance Nokia's global interests and projects.
  • Develop and execute strategies to address supply chain challenges, including risk mitigation and compliance with trade regulations.
  • Represent Nokia in industry coalitions and trade associations, participating in discussions and advocacy efforts related to international trade and government financing.
  • Advise internal stakeholders on legislative and regulatory developments affecting Nokia's operations and supply chain.
  • Prepare briefing materials, policy papers, and presentations for senior management and external audiences.


You Have:

  • Minimum 8-10 years of experience in public or private sector roles dealing with federal government and legislative advocacy, ideally within the telecom/technology industry.
  • Bachelor's degree in international relations, Political Science, Business, or related field; Advanced degree preferred.
  • Minimum of 6 years' experience in government relations, public policy, or international trade, preferably in the technology or telecommunications sector.
  • Proven ability to build relationships with US government agencies and development financing institutions.
  • Strong analytical, communication, and advocacy skills.
  • Knowledge of global supply chain management, US trade regulations, and export control rules for communications technologies.

It would be nice if you also had:

  • Bachelor's degree required; advanced degree (e.g., JD, MBA, MPA) a plus.

    Role based in Washington, DC, with occasional travel required
