Prepare the appropriate encroachment documentation as defined by the company encroachment policy and procedures. Provide leadership when working as part of a group or team. Ensures that needed meetings are held, important agenda items are included and team members are kept current. Provides ideas for solutions and pushes for constructive resolution of problems. Will assist engineering in route determination for pipeline construction and relocation projects, and encroachment projects. Provide information and solutions to third party encroachments. Will anticipate possible road blocks and seek alternative solutions to overcome those obstacles. Communicate with property owner and/or tenants in response to company activities on right of way, e.g. pipe repair, relocations, vegetation control, and public awareness mailings. Negotiate with the land owners to obtain, maintain or dispose of company's right of way interests. Acquire right of way, fee property, valve sites, cathodic protection sites, pump stations, work space and various permits. Have the ability to conduct, review and cure property title. Obtain appraisals for acquisitions, sales, and rights-of-way purchase or lease, when necessary. Assess and settle damage claims, problems or inquiries while representing the company in a positive manner. Acts as a company liaison with other companies and governmental agencies at the federal, state and local levels. Participate in acquisition due diligence projects as assigned - reviewing documents and preparing an executive summary. Communicate with land developers, government agencies, and landowners to protect right of way from excessive encroachments.

Bachelor's degree preferred, not required, and a minimum of 2 years work experience with working knowledge of pipeline right of way and real estate transactions, practices, and documentation. Knowledge of Right of Way must span an adequate understanding of legal views, government regulations of pipeline industry, engineering, state one-call systems, maps and drawings, public relations, negotiation, property management. Demonstrated problem solving skills addressing and executing solutions to complex problems Ability to promote cooperation and commitment within a team to achieve goals and deliverables Ability to effectively handle pressures and demands of deadlines and competing priorities Knowledge of real estate principles, rules and regulations pertaining to the acquisition of rights-of-way, licenses, permits and other land rights is favorable Ability to read, understand and prepare technical documents such as easements, leases, licenses, etc. is preferred Excellent oral and written communications skills both internally and externally Possess computer competencies including but not limited to Word, Excel, Adobe Acrobat, ability to navigate Databases, etc. Ability to leverage formulas in Excel to help interpret accounting related information and reports Strong Interpersonal skills - high degree of interaction with a variety of groups from field construction personnel, vendors and internal personnel (environmental, engineering, operations). Demonstrated ability to plan, schedule prioritize and forecast multiple processes and priorities Must be team-oriented and self-directed. Attention to detail, strong organizational skills, and dependability. Must be flexible, adaptable, and possess a high level of initiative. Must display good judgment and the ability to prioritize multiple deadlines.
Required experience is commensurate with the selected job level:
- The Specialist/Analyst level requires a Bachelor's degree or equivalent experience and 2-5 years of relevant job related experience
- The Senior Specialist/Analyst level requires a Bachelor's degree or equivalent experience and 5-8 years of relevant job related experience
- The Lead Specialist/Analyst level requires a Bachelor's degree or equivalent experience and 8+ years of relevant job related experience
Working Conditions:

- Usually, normal office working conditions.
