PURPOSE OF THE JOB

The U.S. Benefits Leader is responsible for evaluating employee benefit programs by benchmarking best practices, monitoring industry and workforce trends, tracking legislative developments, and assessing potential impacts. This role compiles, analyzes, and reports benefit data, including plan financials, to support strategic planning and informed decision making. Additionally, the role serves as the internal expert on U.S. health and welfare benefit plan provisions, leveraging participant data, internal feedback, and external benchmarking to provide insights into employee health, wellbeing, and program effectiveness.

JOB RESPONSIBILITIES

Benefit Strategy and Program Design



  • Develop and evolve the U.S. health and welfare benefits strategy to support business objectives, workforce needs, and employee wellbeing.
  • Design benefit programs that balance employee value, cost management, competitiveness, and operational simplicity.
  • Evaluate emerging benefit trends and innovations to inform future program direction.


  • Partner with Total Rewards leadership team to ensure our offerings are designed for a diverse and evolving workforce
  • Partner with external vendors to assess solutions/tools and provide recommendations that align initiatives with business objectives and strategies


  • Oversee the execution of annual US benefits pricing, US open enrollment, and periodic vendor contract negotiations and RFPs.
  • Ensure programs are in compliance with local laws, regulations, and OC policies
  • Partner with other HR functions (including HRBPs, Payroll, HR systems) and the Benefits Director to provide integrated and aligned solutions that assess employee needs, sentiment and experience



Vendor Management and Partnership



  • Lead vendor governance and relationship management to ensure service performance, contractual compliance, and value delivery.
  • Establish and monitor service level expectations; address performance issues and drive continuous improvement.
  • Coordinate with brokers, consultants, and external partners to support program design, renewal strategy, and market insights.



Financial oversight



  • Manage health and welfare benefits budgets in partnership with Finance and Accounting, including forecasting, cost modeling, and yearoveryear trend analysis.
  • Analyze financial impact of potential program or design changes
  • Support pricing strategy and annual renewals, ensuring assumptions are datadriven and financially sound.
  • Identify opportunities to improve cost efficiency while maintaining a competitive employee experience.



Employee Experience & Communications



  • Partner with HR and Corporate Communications to ensure benefit programs are clearly communicated, well understood, and accessible to employees.
  • Oversee benefit communications strategy across key moments (e.g., open enrollment, life events, regulatory changes).
  • Use employee feedback, utilization data, and engagement metrics to continuously improve the benefits experience.
  • Partner with HRBPs, Payroll, HR Systems, Finance, Legal, and IT to ensure seamless execution and integration of benefit programs.
  • Provide subjectmatter expertise to support broader HR and business initiatives, including workforce planning and change efforts.


  • Partner with Labor Relations team on union data requests and make necessary recommendations for upcoming negotiations


  • Support benefitrelated aspects of organizational change, including M&A activity, divestitures, and workforce transitions.
  • Lead special projects related to vendor changes, plan redesigns, regulatory updates, or enterprise initiatives.



Governance & Compliance



  • Active participant in RFP work to ensure programs are meeting the needs of our employees and to ensure fees remain competitive
  • Responsible for plan documents and SPDs; work with counsel as needed to draft amendments
  • Ensure alignment with ERISA, ACA, HIPAA, COBRA, and other applicable regulations (as relevant to health and welfare plans).
  • Maintain strong governance controls and documentation practices.

MINIMUM QUALIFICATIONS



  • 5-7 years progressive experience in employee benefits, finance, or related field
  • Bachelor's degree required
  • 5-10% travel



DESIRED EXPERIENCE



  • Leadership of administrative and professional-level staff
  • Governance and management of US health care plans
  • Management of outsourced administration service providers and other external parties
  • Analysis and forecasting of benefit plan data and financials
  • Union negotiation support
  • Actuarial or benefit audit experience a plus



KNOWLEDGE, SKILLS, & ABILITIES



  • Self-starter who takes ownership and shows commitment to the job
  • Data Driven and a strong acumen working with data
  • Ability to handle confidential employee information with discretion and good judgement
  • Demonstrated analytical and communication/presentation capabilities
  • Strong Technical skills specifically in Excel, Access and either HRIS or ERP systems
  • Strong time management, planning and project management skills
  • Financial acumen, process oriented with strong analytical skills
  • Ability to develop strong working relationships with the Total Rewards team, HR business partners, cross-functional teams, and external vendors
  • Ability to see the interdependencies between total rewards and all areas of HR, business units and functions
  • Comfortable designing for the future, while managing day-to-day leadership development matters. Able to anticipate risks and propose practical plans to mitigate them.
