Position Overview:

The Policy & Regulatory Affairs Manager supports OCHIN's External Affairs initiatives, ensuring alignment with team goals and strategic priorities. This role leads and manages key projects, collaborates closely with internal teams, members, and external partners, and drives initiatives that advance the mission and impact of the External Affairs department. The Business Partner independently research, tracks, and analyzes Federal and State legislation, regulations, and policies affecting healthcare and health IT. Acting as a subject matter expert (SME) on regulatory and compliance issues, the Business Partner works cross-functionally to support organizational compliance and strategic positioning. This role also prepares high-quality research, policy analysis, and regulatory materials, contributing to advocacy efforts and supporting the organization's broader external affairs strategies.

Essential Functions:

  • Work closely with internal stakeholders to identify policy and regulatory priorities and opportunities. Provide guidance on policy and regulatory affairs, support the development of strategic projects, and offer recommendations to ensure alignment with OCHIN's goals and initiatives.
  • Coordinate and support team projects, research, and presentations. Assist with scheduling and preparing materials for meetings, and managing project initiatives. Ensure the smooth flow of communications and deliverables to support engagement with stakeholders, including through high-quality written content and social media collateral.
  • Research, analyze, and develop public policy positions that align with OCHIN's mission and strategic priorities. Prepare and edit official communications, including testimony, white papers, presentations, reports, and letters for internal and external audiences. Identify and seize opportunities to raise OCHIN's visibility in regulatory and legislative bodies at the state and national level.
  • Track and monitor state and federal legislative and regulatory activities, maintaining a comprehensive legislative and regulatory database. Summarize and analyze complex regulations, including those related to healthcare, health IT, and compliance requirements (e.g., HIPAA, Stark Law, 21st Century Cures Act). Proactively respond to emerging opportunities and issues that impact OCHIN and its members.
  • Prepare and edit content, including blog posts, presentations, and training materials, that effectively communicates OCHIN's strategic priorities and regulatory positions. Assist in the design and delivery of webinars, events, and training sessions for both internal and external audiences on a range of topics, such as improvement science, digital health, and regulatory compliance.
  • Other duties as assigned.
Requirements
  • Bachelor's degree required in public policy, public health, political science, health administration, law, or a related field.
    Advanced degree preferred (e.g., MPH, MPP, MPA, JD, MBA, MHA). Master's degree preferred - priority will be given to candidates with a Master's.
  • Minimum of 3 years of relevant experience in health policy, public policy, government affairs, regulatory affairs, legislative analysis, or advocacy-related work. Five or more years of experienced preferred. Preference given to candidates with 5 or more years of experience.
  • Demonstrated experience tracking and analyzing state and/or federal legislation, regulations, and policy developments, particularly in healthcare, Medicaid, Medicare, health IT, digital health, or related fields.
  • Experience developing policy collateral and external affairs materials, such as policy briefs, issue analyses, legislative summaries, regulatory comment letters, testimony, white papers, presentations, and executive briefing materials.
  • Strong knowledge of the healthcare policy and regulatory environment, including familiarity with public programs, reimbursement policy, privacy and compliance requirements, and emerging digital health policy issues.
  • Experience working cross-functionally with internal teams and external stakeholders to move projects forward, build alignment, and support strategic objectives.
  • Strong written and verbal communication skills, with the ability to synthesize complex information into clear, concise materials for varied audiences.
  • Strong project management, organizational, and prioritization skills, with the ability to manage multiple workstreams and deadlines in a fast-paced environment.
  • Ability to work independently, exercise sound judgment, and provide clear, actionable recommendations.
  • Experience presenting to internal and external audiences and facilitating meetings, webinars, or trainings is preferred.
  • Required: Strong PowerPoint and presentation development skills, with experience creating polished, executive-level briefings, external-facing decks, and policy presentations.
  • Required: Demonstrated ability to use generative AI tools appropriately and effectively to support research, drafting, synthesis, and presentation development, while maintaining accuracy, confidentiality, and compliance with organizational expectations.

Physical Requirements/Work Environment:

  • Constant interpersonal skills, teamwork, and customer service. Frequent creativity, mentoring, presentations/teaching. Occasional decision making and independent judgment or action.
  • Reading, speaking, writing, and understanding English.
  • While performing the duties of the job, the employee is regularly required to sit for long periods of time; stand and walk; use hands to finger, handle or feel; reach with hands and arms.
  • This position requires a virtual home-office environment, working remotely and will require that employees be on camera for all virtual meetings.
  • The role routinely uses standard office equipment such as computers and mobile devices.
  • Travel is required to support OCHIN's business requirements for Go-Live installations or training which may require travel by air, vehicle, or train.

Base Pay Overview

OCHIN uses broadened pay ranges to support equitable and market-aligned compensation practices. The final offer will be based on a variety of factors, including relevant skills, certifications, education, experience, training, responsibilities, internal equity, and market data.

Work Location and Travel Requirements

OCHIN is a 100% remote organization with no physical corporate office location. Employees work remotely from home and many of our positions also support our member organizations on-site for new software installations. Nationwide travel is determined based on OCHIN business needs. Please inquire during the interview process about travel requirements for this position.
