Job Description
PURPOSE SUMMARY. Administer and oversee the safe, compliant, and financially sustainable operation of the County Jetport. Manage airfield infrastructure, maintenance, lease and revenue agreement, fuel flowage activity, and commercial aeronautical operation in accordance with Federal Aviation Administration requirement, grant assurance, and County regulation.
ESSENTIAL DUTIES.
- Jetport Operations and Infrastructure
- Assist in developing, planning, and managing budget and funding strategy for maintenance and capital improvement projects.
- Monitor automated weather observation system operation and ensure continuous national and international data availability.
- Schedule required inspection and coordinate repair or replacement of inoperative or out-of-tolerance equipment.
- Inspect runway, taxiway, ramp, lighting system, beacon, windsock, and related infrastructure and perform or coordinate repair or replacement.
- Submit Notice to Air Mission (NOTAM) to communicate hazardous conditions.
- Maintain clear zone area free of obstruction and ensure safe surface condition.
- Repair wind and water erosion damage and implement weed control measures to prevent asphalt deterioration.
- Maintain Jetport Surface Water Pollution Prevention Plan (SWPPP) and Animal Control Plan.
- Lease and Property Administration
- Administer land, T-hangar, and shadeport lease agreement to support jetport operating revenue.
- Calculate and monitor billing, rent, fuel flowage fee, and other revenue payment and coordinate with County Finance on account receivable matter.
- Monitor lease term, initiate renewal, process modification, and coordinate required County and State approval.
- Review lease upon hangar sale, negotiate term adjustment, collect administrative fee, and coordinate approval process.
- Recruit and select tenant and assist with site selection in accordance with jetport layout plan.
- Obtain appraisal to establish fair market value and draft lease agreement for legal review and approval.
- Prepare agenda item and supporting documentation for Board of County Commissioners action and obtain New Mexico State Board of Finance approval when required.
- Monitor hangar construction and inspect leased facility and surrounding area to ensure safe operation and compliance with County Code.
- Maintain tenant waiting list, issue delinquency notice, initiate eviction when required, and notify Finance of occupancy change.
- Update National Based Aircraft Inventory to reflect addition or removal.
- Ensure hangar use complies with Federal Aviation Administration Grant Assurance requirement for aircraft storage.
- Fuel Operations and Commercial Aeronautical Compliance
- Monitor all jetport operations to ensure compliance with Federal Aviation Administration standard, Grant Assurance, County Code, and County Minimum Standard.
- Manage the fuel program.
- Schedule and monitor private company use of ramp space to support operating revenue.
- Supervision
- Supervise, train, and evaluate assigned staff.
- Assign, review, and prioritize work to ensure accuracy, quality, and adherence to deadlines.
- Provide guidance, mentorship, and performance feedback to support staff development and effectiveness.
ADDITIONAL DUTIES. Other duties as assigned. Respond to emergency events during evenings, weekends, and other times outside normal business hours, as required.
QUALIFICATIONS.
- Education. Bachelor’s degree from an accredited college or university in Airport Management, Business Administration, Public Administration, Transportation Management, Engineering or related field.
- Experience. Three (3) years of airport operations or administration experience, including regulatory compliance, contract administration, and/or revenue management.
- Education/Experience substitution. In accordance with County Policy.
- Licenses/Certifications. Valid driver’s license. Must maintain a valid driver’s license and an acceptable driving record in accordance with County policy. Private and/or Commercial Pilot certificate preferred.
- Other (e.g., post-offer medical exam, polygraph, background check, driver’s license record, etc.). Must pass pre-employment background check and driving record check.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION:
Knowledge of:
- Federal Aviation Administration regulation, advisory circular, and grant assurance requirement.
- Airport and airfield operation, maintenance standard, and safety protocol.
- Airport capital improvement program development and funding sources, including federal and state grant processes.
- Public sector budgeting principles, revenue management method, and financial control practice.
- Lease administration practice and contract compliance requirement.
- Fuel storage, fuel flowage program, and environmental compliance standard.
- County code, minimum standard for aeronautical activity, and land use regulation.
- Notice to Air Mission (NOTAM) procedures and airfield condition reporting requirements.
- Surface Water Pollution Prevention Plan requirements and environmental protection regulations.
- Public administration principles and intergovernmental coordination processes.
Skill in:
- Developing budget and monitoring revenue and expenditure.
- Negotiating lease terms and contract provisions.
- Preparing agenda items, reports, and formal correspondence.
- Interpreting regulation and applying regulatory requirements to operational situation.

Compensation Range
$56,825.60 - $92,227.20
Salary/Compensation: $56,826 - $92,227 per year
