JOB ANNOUNCEMENT ASSISTANT DIRECTOR OF FINANCE Chicago Department of Transportation Administration Accounting Division Number of Positions: 1 (Additional vacancies possible pending budget approval) Starting Salary: $115,992.00 annually (GY12) Applications for this position will be accepted until 11:59pm CDT on 4/12/2026 Under direction, in a managerial nature, functions as the assistant chief financial officer assisting in the management of the financial, accounting, budgetary, and grant administration operations for a City department, and performs related duties as required. ESSENTIAL DUTIES: Assists in planning and directing the work of professional staff engaged in managing, analyzing, and reporting on the department's financial matters (e.g., economic data, procurement and contracting processes, revenues and disbursements, issuance and refunding of bonds, long-term debt payments, fund investments, related accounts). Manages professional and clerical staff engaged in budget preparations, purchasing, timekeeping and payroll, personnel processing, record keeping, facilities maintenance, voucher processing and accounts payable functions. Assists in the development and implementation of policies and procedures to ensure operational efficiency. Prepares, reports on productivity, operating and personnel costs and administrative work operations for management review. Participates in developing and revising accounting procedures to improve financial reporting of department receipts and expenditures. Participates on projects to streamline administrative and programmatic procedures to create cost efficiencies. Oversees the preparation of operating and special program budgets; authorizes invoices for payment to vendors; advises management on budgetary requirements and personnel rules, policies, and procedures. Assists in the design and implementation of new computerized accounting systems to improve the effectiveness of financial reporting. Assists in managing the coordination and preparation of corporate and non-corporate budgets to ensure appropriateness of funding allocations. Assists in establishing and implementing internal audit systems and financial controls to ensure the appropriate use of funding. Assists in directing and authorizing the preparation of fiscal reports summarizing and forecasting the department's financial position. May prepare grant applications for federal and state funding of programs. Performs other related duties as required. Additional duties may be required for this position. MINIMUM QUALFICATIONS: Graduation from an accredited college or university with a Bachelor's degree in Accounting, Finance, or a directly related field with 15 semester hours in Accounting or Finance, PLUS five (5) years of professional financial management experience, of which three (3) years are in a supervisory role related to the responsibilities of the position, OR Graduation from an accredited college or university with a Master's degree or higher in Accounting, Finance, or a directly related field with 15 semester hours in Accounting or Finance, PLUS four (4) years of professional financial management experience, of which three (3) years are in a supervisory role related to the responsibilities of the position.
