The Alaka'ina Foundation Family of Companies (FOCs) is looking for a Public AffairsMedia Operations Specialist to support a customer out of Aiea, Hawaii. DESCRIPTION OF RESPONSIBILITIES:
- Research, draft, and coordinate media engagement activities with higher headquarters and lower echelons in support of INDOPACOM's current and future OAIs and exercise priorities as laid out by the INDOPACOM commander during PUB and O&I briefings.
- Develop PAG and response to query (RTQ) packages on issues and operations on a daily basis to J0PAC leadership via email.
- Required to attend meetings and planning sessions that are classified up to TS/SCI level and have ability to access classified, secure networks.
- Support real world contingencies at INDOPACOM, operations and/or exercises in support of the INDOPACOM mission that are classified up to the TS/SCI level.
- Attend, as a PA representative, INDOPACOM's Boards, Bureaus, Centers, Cells, and Working Groups (B2C2WG) organizational construct meetings, which occur daily, and support emergent odd shift hours requirements when the Joint Operations Center (JOC) shifts to 24-hour operations scheduling, typically in the event of crisis or exercises and potentially as frequently as once a month for up to 7-10 days. J0PAC shall give at least 48-hours notification to the contractor when any adjustment to the work schedule is determined to be necessary.
- Ensure public affairs guidance and talking points are included in the PowerPoint briefs of the weekly Theater Synchronization Working Group (TSWG), weekly distinguished visitor (DV) planning meetings, weekly Future Operations (FUOPS) brief, and at the three (3) times weekly O&I brief.
- Ensure that all PA products are reviewed by Office of the Secretary of Defense Public Affairs (OSD/PA) or Joint Staff Public Affairs (JS/PA), subordinate command Public Affairs offices, across INDOPACOM directorates, and other interagency Public Affairs entities via email or the Task Management System (TMS) within 3 days of receipt of task.
- Conduct research of the media environment by reviewing news outlets and media and news reports as queries are received typically same day or within one business day.
- Daily, the Contractor shall draft communication products such as PAG, RTQs, TPs, and other PA products; and coordinate with OSD, INDOPACOM directorates and other stakeholders to finalize products and disseminate them in accordance with OSD or INDOPACOM policies. An estimated one (1) to two (2) queries are received each day.
- Plan and conduct daily conference calls with public affairs offices, including both higher headquarters and INDOPACOM component PA offices.
- Provide on-the-spot in-person media training to INDOPACOM senior leaders or designated spokespersons at least once a month, and as needed, when media engagements are planned. Formats may include one-on-one briefings of talking points or may be press conferencetype
media training. - Develop executive-level products to prepare INDOPACOM senior leaders for media engagements, to include INDOPACOM commander's "Trip Book" compiling OSDapproved talking points, transcripts and other materials.
- Provide all PA content within 7 days of the travel or event via word document to J0PAC leadership, expected frequency twice monthly.
- Attend the twice weekly meetings of the CSWG and inform the CSWG via email or TMS of media engagement activities to include PA content and guidance in the command's information synchronization products.
- Following an INDOPACOM-related media engagement or coverage of a high-profile issue, develop and provide a media summary and analysis products (i.e. "Media Atmospherics" report) to J0PAC leadership within 12 hours of the event. This report shall be submitted as a Microsoft Word document.
- Plan for and coordinate approval with OSD for media embeds and embarks onboard component vessels or aircraft in support of INDOPACOM OAIs or in support of INDOPACOM senior leader travel. This task shall be accomplished an estimated two (2) to four (4) times a month. The Contractor shall synchronize travel schedules, visa requirements, and country coordination with INDOPACOM and U.S. Embassy staffs for media embeds.
- Provide J0PAC leadership weekly updates via email on the status of planned media embeds.
- Produce the daily "J0PAC Update" brief and provide to J0PAC leadership for presentation to the INDOPACOM commander at the three (3) times weekly O&I brief. J0PAC Update slide shall include upcoming media engagements for INDOPACOM and component command key leaders, key articles and social media posts of interest to the INDOPACOM commander, transcripts and public statements from senior DoD officials, as well as other items as directed by J0PAC leadership.
- Provide the product in a 1-slide Powerpoint format Mondays, Wednesdays, and Fridays, excluding federal holidays.
- Prepare and review content for INDOPACOM social media platforms on a daily basis via email or Google documents to highlight routine OAIs throughout the AOR and during special events or command activities, as directed by J0PAC leadership.
- Daily, write and edit news and feature stories in Microsoft Word and in accordance with Associated Press style guide for publication on the INDOPACOM website and social media platforms.
REQUIRED DEGREE/EDUCATION/CERTIFICATION:
- Educational background in communications, public affairs/relations, journalism, history, political science, and/or international affairs is a plus.
- Accreditation in Public Relations is a plus.
REQUIRED SKILLS AND EXPERIENCE:
- Knowledge of media communications, dissemination techniques and methods, as well as experience with crisis communications.
- Ability to concisely and efficiently research, write, and coordinate proposed responses to media queries.
- Knowledge of how to conduct research to determine key foreign communicators (government officials, journalists, religious leaders, etc.) their leanings and target audiences.
- Knowledge of the requirements for writing effective and timely public affairs guidance, responses to query, talking points, or other appropriate communication products on key issues pertaining to the INDOPACOM AOR.
- Knowledge of global outreach dissemination techniques and methods. This includes alternative ways to inform and educate via written, oral, and visual media.
- Knowledge of effective media training techniques and the ability to effectively and tactfully train senior INDOPACOM leaders or designated spokespersons.
- Knowledge of the planning and execution requirements for press conferences, conference call coordination, and remote briefings.
- Knowledge of current social media applications, technologies, particularly those used by the U.S. military, including DVIDs, and also industry best practices regarding social media applications and technologies.
- Knowledge of Associated Press (AP) Style, Microsoft Office Suite and Share Point.
- Excellent communication, briefing, public affairs, and critical thinking skills.
- Ability to effectively collaborate as a team.
- Knowledge of the U.S. military structure, culture, and language.

- Must be a U.S. Citizen.
- Must have a TS / SCI clearance.
