DUTIES
  • Lead the Nuclear Material Control and Accountability (NMC&A) Programs Topical Area, including:
    • Site NNMC&A Plan
    • Material Control topics
    • Performance testing
    • Self-assessments
    • Site NMC&A System Effectiveness Plan
  • Provide oversight for Manual 14Q Procedures, including reviews, revisions, and approvals.
  • Issue the Annual NMC&A System Effectiveness Report.
  • Serve as Designee and Issue Analysis lead for all NMC&A STAR records.
  • Utilize the System Effectiveness Plan to develop new Lines of Inquiry (LOIs) each year for all four NMC&A self-assessment cards.
  • Approve NMC&A Self-Assessment Cards.
  • Monitor anomalies and document findings in the System Effectiveness Plan.
  • Perform Performance Testing (PT) for NMC&A systems.
    • Create and approve performance tests.
  • Create, coordinate, approve, and act as controller for Enterprise Assessment (EA) combined limited notice tests (LNPT).
  • Serve as the NMC&A Training Subject Matter Expert (SME) by:
    • Creating, maintaining, revising, and approving NMC&A training courses
    • Teaching classes for site personnel and the Nuclear Training Center (NTC)
  • Assist management with budget projections.
  • Perform Management Field Observations (MFOs).
  • Develop NMC&A strategies supporting new site missions.
  • Provide support to the Classification Office on NMC&A topics.
  • Assist the Vulnerability Assessment Team (VA) with:
    • Security Risk Assessments (SRA)
    • Roll-up categorization issues
  • Serve as backup Site Shipping and Receiving Coordinator.
  • Act as Subject Matter Expert and point of contact for the International Atomic Energy Agency (IAEA).
  • Approve purchase requisitions.
  • Provide feedback and recommendations to management on work group performance related to:
    • Training
    • Discipline
    • Promotions
    • Demotions
  • Provide relief for or represent the next immediate level of management when required.
WORK HOURS

A 40-hour work week is scheduled. Work schedules may include:

  • 5/8 Schedule: 8 hours per day, five days per week
  • 4/10 Schedule: 10 hours per day, four days per week
  • 9/80 Schedule: 9 hours per day with alternating five-day and four-day work weeks

Each workday includes a 30-minute lunch period.
Overtime may be required to meet deliverables at the discretion of management.

REQUIRED QUALIFICATIONS: EDUCATION & EXPERIENCE Education
  • Bachelor's degree in a technical or business field
  • Accounting concentration preferred
Experience Requirements
  • 12 years of accounting or nuclear inventory experience, OR
  • Advanced degree (MBA or MS) with 2 years of experience

Alternative Qualification:

  • 8 years of Material Control and Accountability experience may substitute for the bachelor's degree requirement.
Knowledge Requirements
  • Comprehensive knowledge of accounting, chemistry, and physics as applied to nuclear material tracking
  • General knowledge of nuclear material measurement techniques
  • Understanding of DOE nuclear material accounting systems and reporting requirements
  • Strong computer proficiency, including spreadsheet analysis and evaluation of complex issues
OTHER REQUIRED QUALIFICATIONS Area Security Access

Candidate must be able to obtain and maintain a DOE "Q" security clearance.
An active clearance is not initially required, but the candidate must be able to obtain one based on work assignment requirements.

  • Certified Public Accountant (CPA)
  • QMF / SQL Training
