DESCRIPTION

Internal Controls & Accounting leads campus accounting operations and financial reporting by applying the COSO integrated controls and risk management framework and actively promoting internal control standards exemplified by an organizational culture of integrity and shared accountability. Internal Controls & Accounting facilitates audit activities with external audit firms under Governmental Accounting Standards Board (GASB) and Federal Audit compliance requirements. The Division coordinates with University stakeholders, the Office of the Controller and the University of California Office of the President in planning required financial reporting, annual financial statement audits, and assisting finance offices across the University in responding to audits, and tracking the status of management actions on financial audit reports.

Internal Controls and Accounting, a division of Business and Financial Services, is responsible for internal controls, accounting activities and financial reporting for the University and Health System with revenues of approximately $9 billion. The division is responsible for leading general ledger accounting, campus accounting, auxiliary enterprises, capital assets, self-supporting activities, payroll accounting, compliance efforts in cash controls, annual financial reporting and consolidation, financial audit management as well as leadership, consultation, promotion, accountability and expertise in building and maintaining an effective internal control environment.

The General Accountant 3 - Financial Reporting Controls & Analysis position supports key campus financial reporting and reconciliation processes. The incumbent collaborates with campus departments, central administrative offices, and UC system partners to analyze financial data, support resolving variances, and help ensure the accuracy and reliability of UC San Diego's financial statements. This role provides an opportunity to work on complex accounting issues in a collaborative environment while helping ensure the integrity of UC San Diego's financial reporting framework.

Key responsibilities include:

* Supporting validation of campus financial reporting submitted to UCOP

* Performing variance analysis and financial statement review

* Assisting with campus balance sheet reconciliation monitoring and related policies

* Supporting improvements to accounting processes and internal controls

* Contributing to cross-functional projects that strengthen financial reporting and compliance

QUALIFICATIONS
  • Thorough knowledge of accounting function and assignments. Demonstrated in-depth knowledge of accounting principles theory and practice. Knowledge of GASB accounting and reporting standards

  • Ability to independently gather, organize, and perform accounting-related analysis to complete work assignments. Demonstrated ability to analyze and summarize complex accounting data using applications such as excel, perform complex reconciliations, prepare financial statements and resolve complex accounting problems.

  • Proven ability to effectively present information verbally and in writing. Ability to write and explain policies and procedures. Ability to train others.

  • Thorough knowledge of financial transactions and systems, as well as related policy, accounting, and regulatory compliance requirements. Ability to analyze business requirements, regulations and similar information. Ability to quickly learn and apply policies. Knowledge of best practice accounting internal controls.

  • Thorough knowledge of common desktop / web applications. Intermediate knowledge of Excel and Word. Ability to apply knowledge of automated accounting systems to research and resolve problems or recommend improvements. Required

  • Thorough knowledge of analytical procedures used in accounting projects of moderate to semi-complex scope

  • Ability to establish and maintain supportive interpersonal relationships with coworkers and customers and to provide quality and courteous service to internal and external customers. Ability to provide leadership, positive guidance and supervision of student employees.

  • Ability to take responsibility for the formation and facilitation of team projects. Participate in team leadership and strategic planning and problem solving.

SPECIAL CONDITIONS

  • This position offers a hybrid work arrangement, which includes a combination of onsite (2 days a week) and remote work.

  • Vacation time may be restricted during fiscal year end closing activities (mid-June through mid-September)

Pay Transparency Act

Annual Full Pay Range: $71,600 - $127,400 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $34.29 - $61.02

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
