Position Summary

The Tender Supervisor is a senior commercial role responsible for leading and overseeing the preparation of complex commercial tenders for subsea installation and offshore construction projects. The role ensures high quality, compliant, and risk aware tender submissions, while providing day to day supervision and guidance to Commercial Coordinators.

This position acts as a key commercial interface between Operations, Project Management, Engineering, SCM, Contracts, Legal, HSE, and Finance, with particular focus on vessel based execution, subsea equipment, offshore risk allocation, and contract strategy. The Tendering Supervisor supports the Tender Manager in bid strategy development and front end commercial risk management in accordance with established Commercial Work Instructions and approval matrices.

LOCATION:

Role provides the opportunity to work in a hybrid environment, working both virtually and in office.


Duties And Responsibilities

ESSENTIAL:

  • Functional supervision, mentoring, and quality control of Commercial Coordinators supporting subsea installation tenders when needed and quality control of pre-qualification and tender document preparation in accordance with departmentally defined procedures and Commercial Work Instruction.
  • Review tender packages for accuracy, consistency, and commercial clarity prior to approval and submission.
  • Drive continuous improvement in tender quality, risk identification, and process adherence.
  • Assigning Commercial Coordinators with tender opportunities and providing guidance for their communication flow to stakeholders and other internal departments.
  • Lead the commercial analysis and input into tenders including but not limited to,
    • Input of pricing strategies for tenders.
    • Production of commercial documentation for support and completion of tenders.
    • Interface with business line managers, sales and other departments regarding pricing estimates and all matters commercial in respect of tenders.
  • Lead commercial and contractual risk reviews of RFQs/ITTs with specific focus on offshore execution, installation risk allocation, and change exposure.
  • Develop risk-priced assumptions related to weather downtime, offshore spreads, vessel standby, and schedule uncertainty.
  • Support bid / no-bid evaluations where contract terms or execution risk exceed acceptable thresholds.
  • Provide commercial input into pricing strategy for vessels, subsea equipment, offshore personnel, and logistics.
  • Review cost estimates and pricing models for margin integrity and alignment with execution strategy.
  • Support post-bid clarifications and commercial negotiations in coordination with Sales and Contracts.
  • Prepare/facilitate executive bid approval reviews following processes outline in Commercial Work instruction.
  • Review of contracts from a commercial perspective and participate in post tender contractual negotiations, liaison with Contracts team as needed.
  • Due to the wide geographical regions supported by the commercial team, significant compliance and financial risks are associated with the performance of some services therefore the role will liaison with, and oversee where needed, other departments (Contracts, SCM, Tax, HSE, QA, OPS, Sales etc.) to ensure receipt of the information allowing timely completion of the tender documentation and compliance with internal and external procedures, policies and legislation.
  • Oversee and or conduct final compilation, document control and delivery of tender documents to meet deadlines.
  • Prepare bid cost spreadsheets, price quotations and budgetary / formal proposals (day rate & lump sum) as required.
  • Obtain feedback on tenders (either through close out meetings or via feedback request forms) and collate data in order to trend reasons for successes and failures.
  • Update various commercial department databases as required in a timely manner.
  • On a daily basis, review department workload and reallocate work tasks when needed to ensure a balanced distribution aligned to the skills and roles of the team.
  • Prepare handover documents to other departments in line with defined processes.
  • Supervise, mentor and develop department personnel to achieve a broad skills base that can support the wide commercial demands of the business.
  • Periodic review of processes in line with department and wider company demands to ensure continued suitability. identify opportunities to eliminate waste within such processes and align to evolving demands while ensuring risks are adequately identified and mitigated.
  • Communicate commercial concepts professionally (both written and verbally) at a C-Suite level.
  • Provide general assistance to Tender Managers and the Sr Commercial Manager as required.

NON-ESSENTIAL:

  • Check completeness of department filing / Commercial Link database system and rectify discrepancies as needed.
  • Compile and update standard boilerplate and other related commercial material as needed.

Qualifications

REQUIRED:

  • Minimum 5 years' tendering experience in the subsea / Oil & gas workspace within the full life cycle of the tender process and the preparation of quotes, start to finish, and or:
  • Minimum 5 years' experience in offshore oil and gas related vessel services: Subsea hardware installation (Rigid & flexible jumper Installations, suction pile / mud mat installation, subsea Tree / THS / manifold Installations, subsea Umbilical / SFL / EFL / ESTFL / UTA Installations), subsea Inspection Maintenance and Repair, subsea light well intervention (Hydraulic and or mechanical), subsea flowline remediation, man diving services (air, mixed gas, saturation & diving support vessels).
  • Proficient in working with Microsoft Word, Excel, PowerPoint, Project, and SharePoint.
  • Intermediate understanding of time and materials, fixed rates, etc. Service Contracts with capability to draft Contractual Qualifications / Exceptions.

DESIRED:

  • Previous supervisory experience in an onshore office environment.
  • Bachelor's degree (or equivalent) in appropriate discipline (Engineering, Business, Law, Quantity Surveying etc.).
  • Experience working with or quoting Remotely Operated Vehicle (ROV) services and associated ROV tooling, offshore oil & gas Subsea Survey Services.
  • Proficient in working with XaitPorter, Microsoft Project.

Additional Information

This position is Hybrid and will require commuting to a designated office. Hybrid work schedules are determined by the hiring manager based on business need.
