Basic Function/Nature and Scope


The Senior Subcontracts Specialist is responsible for sourcing, negotiating, and managing the acquisition of complex products and services needed to support projects that often operate under strict government compliance requirements. This position ensures that all acquisitions are conducted in compliance with applicable federal regulations, including the FAR and DFARS. The Senior Subcontracts Specialist plays a key role in supplier negotiations, contract administration, and strategic sourcing to support program and organizational objectives.


This position reports to the Chief Legal Officer. The Senior Subcontracts Specialist understands the complexities of federal contracting and thrives in a collaborative, fast-paced environment.

Lead Complex Government Procurement Activities: Manage full lifecycle procurement for high-value and complex subcontracts. Select the appropriate subcontract type, draft, review, execute, and renew subcontracts, agreements, task orders, and modifications while ensuring compliance with applicable federal regulations such as the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other agency-specific requirements. Issue CPSR-compliant subcontracts for government funded projects.

Strategic Sourcing and Supplier Development: Identify and qualify suppliers capable of supporting government and commercial requirements through market research for products and services. Review and advise on specifications and statements of work. Develop and manage Requests for Information (RFI) and Requests for Proposal (RFPs) for competitive and single source solicitations. Support the development of evaluation criterion and the down selection and award of subcontracts. Evaluate supplier responses and compliance with solicitation requirements and make award recommendations.

Contract Negotiation and Administration: Analyze supplier proposals and conduct cost/price analyses. Verify and negotiate favorable terms and conditions, appropriate flow down clauses, payment terms, and delivery schedules. Manage and maintain an organized electronic subcontract documentation repository, keep key stakeholders informed of milestones and upcoming renewals. Administer contracts, monitor performance, process modifications, and ensure timely closeouts. Maintains quality and price standards for products and services purchased. Expedite delivery, billing and receiving documentation. Drive cost-saving and continuous improvement initiatives.

Risk Management and Compliance Oversight: Ensure compliance with all applicable laws, regulations, and internal policies and procedures. Identify procurement risks and develop mitigation strategies. Support internal and external audits, reporting, and compliance reviews (e.g., Contractor Purchasing System Reviews (CPSR), DCMA, and DCAA). Conduct supplier assessments and lead supplier improvement plans as needed. Assists in audits and reviews Procurement personnel documentation.

Mentorship and Cross-Functional Leadership: Provide guidance and mentorship to Procurement and technical staff. Work closely with stakeholders in program management, contracts, accounting/finance, legal, and quality assurance to provide ongoing technical, regulatory, and compliance support to align subcontracts and agreement strategy and meet program goals.

Innovation and Development: Anticipate subcontracting needs, streamline operations, support and enforce a strong internal control environment. Identify risks and help develop practical solutions. Ability to manage multiple subcontracts, customer projects, and deadlines simultaneously. Stay current on state and federal regulations and business practices.




Minimum Qualifications



  • Bachelor's degree in a relevant discipline such as Supply Chain Management, Finance, Law, Business, or a related field is required, an advanced degree (Master's or JD) is a plus a minimum of 7 years of experience in subcontracts administration or procurement, specifically in support of federally funded customer contracts.
  • Experience with U.S. Government contracting procurement regulations (FAR, DFARS).



Preferred Qualifications



  • Purchasing certification such as CPPB, CPPO, or CPM.
  • Subcontracts Administration and small business liaison experience.
  • Proficient in using ERP systems like Costpoint or equivalent platforms to manage contract data and workflows.
  • Knowledge of small business subcontracting goals and compliance.

Pay Range $ 106,000 - $133,000


The salary range is intended as a general guideline and is not a guaranteed offer, as compensation depends on various factors such as scope and responsibilities of the position, candidate qualifications, experience, internal equity, and market conditions.
