As an Airport Contracting Specialist, you will perform a wide range of contract and lease work for various tenant services at the Airports Authority. Assisting with a range of functions as they relate to concession contracts and tenant leases involving a variety of business operations, including airline and terminal facilities, fixed base operators, hangar and air cargo facilities, storage lots, rental car, taxicab, and other ground transportation operations, and the lease of Airport land for other development.Airport Contracting Specialist Works under the direct supervision of the Airport Landside and Airside Contracts Manager. Serves in the Landside and Airside Contract Management Division in the Airport Administration Department at either Ronald Reagan Washington National Airport or Washington Dulles International Airport. GENERAL RESPONSIBILITIES Assists in drafting solicitation documents such as Requests for Proposals (RFPs), Invitations for Bid (IFBs), and Requests for Qualifications (RFQs), incorporating appropriate background materials, space drawings, and the like. Assists in the competitive solicitation process for concessions to include serving on Airports Authority selection panels, participating in oral interviews with proponents, and recommending successful proponents for contract award. Drafts issue papers and outlines presentations and recommendations. Supports the, or may serve as, Contracting Officer's Technical Representative (COTR) for landside concession contracts or airside permits and agreements, to include drafting of contract and/or lease agreement terms. Maintains records and other files for each contract or lease file to document performance against contract deliverables. Addresses any contract compliance issues and problems with the tenants and supervisors, which may include associated correspondence and/or follow-up action as appropriate. Regularly conducts site visits of tenant premises and meets with on-site managers. Serves as liaison for concession/tenant operations, contract conflicts, and complaints; reviews and investigates as appropriate and follows up with corrective-action directives. May provide input to planners and engineers in Airport structure and facility design review to ensure compatibility with tenants. Works with tenants regarding maintenance or construction activities impacting them. Monitors and administers the use of terminals, hangars, air cargos, storage lots, or landside curb facilities for commercial vehicles providing ground transportation services to the public, including recommending allocation of limited capacity to various users. Maintains up-to-date premises exhibits and records of overall airport space inventory. Works with the Engineering and Maintenance Department to maintain accurate premises drawings. Performs other duties as assigned. QUALIFICATIONS Three years of experience in business administration, acquisition and contracting, or other related work. Included in the three years of experience must be one year of direct experience in permits, contracts, or leases. Knowledge of contracting and leasing, and the ability to assist with the full range of solicitation, contract, and lease document development and contract administration activities. General knowledge of the format and content of contracts and leases. Ability to gather and present data using spreadsheets and graphs. Ability to assess and recommend the user friendliness of facility layout and design. Ability to use computer hardware and modern office suite software. Skill in written and oral communication. PREFERRED QUALIFICATIONS Experience in airport industry concession contracting. Experience in airport property leasing. Experience in ground transportation contracting. EDUCATION A bachelor's degree in any field. CERTIFICATIONS AND LICENSES REQUIRED A state driver's license in good standing. NECESSARY SPECIAL FACTORS Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors. May operate vehicle landside and airside (requires AOA permit). May be subject to potential hazards common to the airport environment and construction industry. Wears personal protective gear, as necessary. A background security investigation will be required for all new hires.
