GENERAL STATEMENT OF JOB

This is a stand-alone classification. Incumbents manage projects and/or programs to improve operational efficiency and ensure compliance with local, state, and federal regulations of assigned departments or functions. Responsibilities may include analyzing business functions; recommending rate changes, and revised policies and procedures; coordinating projects related to the implementation of new technology; compiling and analyzing data and recommending programmatic changes; representing the department to external stakeholders; and preparing statistical and analytical reports.

SPECIFIC DUTIES AND RESPONSIBILITIES

Essential Functions:

  • Manages the administrative and technical activities of various projects, which includes planning, coordinating, administering, and evaluating projects, procedures, systems, standards, and/or service offerings; develops project goals and objectives; ensures compliance with Federal, State, and local laws, regulations, rules, and/or standards.

  • Analyzes business functions and processes and makes recommendations regarding projects, operating efficiencies, policies, procedures, technology, and/or related departmental information.

  • Identifies issues and discrepancies in processes or information; projects consequences of proposed actions; formulates recommendations based on findings; and implements priorities, work processes, and procedures.

  • Coordinates projects which may be related to department operations, technology implementation, and/or related operations.

  • Monitors, configures, and maintains systems and applications in assigned area of responsibility; upgrades, installs, and tests new applications.

  • Collects and analyzes data, prepares statistical and analytical reports, and provides recommendations.

  • Provides advanced troubleshooting and resolution of software issues prior to engaging Vendor support.

  • Provides end-user training for software implementations and/or software upgrades.

  • Responds to requests for information and provides guidance to other departments, external agencies, the public, and/or other interested parties.

  • Performs other duties of a similar nature or level.


Typical Qualifications

MINIMUM EDUCATION AND TRAINING

Education and Experience

  • Associate degree in Business, Economics, or a related field.

  • Three (3) years progressive responsibility in area of assignment.

  • An equivalent combination of education and experience sufficient to perform the job's essential duties.


License and Certifications

  • CJIS (Criminal Justice Information Systems) certified. (May be required for certain positions.)

Physical Requirements:

The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Additionally, the following physical abilities are required:


  • Feeling: Perceiving attributes of objects, such as size, shape, temperature, or texture by touching with skin, particularly that of fingertips.

  • Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.

  • Grasping: Applying pressure to an object with the fingers and palm.

  • Speaking: Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.

  • Standing: Particularly for sustained periods of time.

  • Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.

  • Visual ability 1: sufficient to perform an activity like preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading.

  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or move from one work site to another.
