Position summary: Responsible for delivering all project objectives for assigned projects for linear transportation-related drainage and stormwater projects, including planning, scope, schedule and budget; team coordination; stakeholder communication; risk management; resource management; quality assurance; and reporting, as well as business development and interactions with the Client. This is a hybrid position with allowed two work from home days per week.

Essential functions and responsibilities



  • Manages project(s) in accordance with scope, schedule, and budget
  • Collaborates with disciplines and subconsultants to develop a risk-adverse project scope, schedule and fee
  • Develop project-specific project plans, draft reports, cost estimates, prepare complex stormwater models and respond to client comments in support of linear transportation-related drainage and stormwater projects
  • Manage internal and external project team members
  • Communicate project status, updates, and issues to all stakeholders
  • Build relationships with client(s) to understand preferences and requirements to set-up and execute a quality project
  • Prepare progress reports and review invoices
  • Assist Section Heads, Office Leaders, and Service Line Leaders with the marketing process including, prepositioning meetings, proposal development, and shortlist interviews
  • Coordinate and guide all technical resources within the project team to ensure delivery of a high-quality outcome
  • Provide coaching and mentorship to the project team through one-on-one check-in meetings and various project debriefs to acknowledge achievements, identify areas for improvement, and share lessons learned
  • Lead and manage team members by providing leadership and continuous performance management (expectations, goals, feedback, 1:1 meetings, coaching) that supports the growth and development of team
  • Ensure staff and project/program compliance with quality control policies and procedures.
  • Assemble and review design "milestone" submittal deliverables and ensure completeness and quality of the submittal which includes construction phase service duties.
  • Periodic travel is required

Required Experience

  • Bachelor's degree in civil engineering or a related field from an ABET accredited engineering program
  • 8+ years of relevant transportation experience
  • Virginia PE or ability to obtain licensure in 6 months
  • Previous experience with transportation or civil infrastructure and VDOT and locally administered VDOT projects
  • Proficient in Microsoft Office and SharePoint
  • Proficient in Bentley products such as Microstation and ProjectWise
  • Strong communication/mentorship skills
  • Ability to collaborate in a multidiscipline team setting
  • Ability to deliver concurrent projects on time and on budget


Preferred Qualifications



  • DEQ Erosion and Sediment Control and or Stormwater Plan Reviewer
  • 1D and or 2D PCSWMM Modeling experience
  • Experience working with local clients at the county and state level
  • Experience with multiple project delivery methods i.e. Design-Bid-Build, Design-Build, P3


Working Conditions

Work is performed within a general office environment 95% of the time. Work is generally sedentary in nature, but may require occasional standing and walking. Lighting and temperature are adequate and there are no hazardous or unpleasant conditions caused by noise, dust, etc. within the office environment.

Field work is required on occasion where work may be conducted outside in heat/cold, wet/humid, and dry/arid conditions. Some lifting (up to 25 lbs.) may be required as needed.
