Description

JOB SUMMARY: MCSG is seeking an experienced Procurement and Contracts Specialist to execute procurement and contract administration activities in support of Department of Defense (DoD), National Aeronautics and Space Administration (NASA), and related contracts and subcontracts. This role ensures contracts and purchase orders are properly negotiated, executed, and managed while maintaining full compliance with federal acquisition regulations. The successful candidate will collaborate closely with cross functional teams, vendors, and suppliers to promote efficiency, transparency, and accountability across purchasing operations. Location: This position is fully on site at either the Corporate Office in Oklahoma City (1 East Sheridan Avenue) or the Satellite Office in Colorado Springs (5575 Tech Center Drive). Remote or hybrid work options are not available.



Primary Duties:

* Lead sourcing, negotiation, and administration of purchase orders and subcontracts.

* Manage the full lifecycle of contracts, subcontracts, purchase orders, and other contracting documents, including consulting agreements, nondisclosure agreements, and teaming agreements.

* Maintain accurate and complete contract documentation, including changes, renewals, amendments, negotiations, correspondence, certifications, financial reporting, and product delivery.

* Ensure compliance with FAR, DFARS, AFFARS, and the NASA FAR Supplement.

* Support audits and prepare reports for management and contracting officers.

* Mentor staff and ensure adherence to established procedures and best practices.

* Collaborate across departments to align procurement activities with program objectives.

* Identify, evaluate, and qualify suppliers, and manage vendor relationships to ensure quality, cost effectiveness, and timely delivery.

* Manage contract activities including solicitation, evaluation, negotiation, award, and closeout.

* Coordinate with DFAS, contracting offices, and program managers to support contract execution.

* Utilize procurement systems including FPDS NG, EDA, AF Data Services, PIEE, SAM.gov, GSA purchasing tools, and Microsoft Office.

* Conduct cost and price analysis and lead negotiations to achieve best value outcomes.

* Develop procurement strategies based on market conditions, pricing trends, and lead times.

* Monitor expenditures on cost, incentive, and fixed price contracts requiring funds control.

* Perform risk analysis to monitor contract performance and contractor systems.

* Execute contract closeout activities, including final voucher review and documentation.

* Monitor contractor compliance with applicable laws, reporting requirements, and payment provisions.

* Review contractor proposals for cost and technical accuracy to support fair and reasonable pricing.



Requirements:




  • Seven to ten years of experience in procurement or acquisitions.
  • Minimum of two years supporting DoD programs or projects, including GSA and SEWP.
  • At least two years managing contract types such as Firm Fixed Price, Time and Materials, and Cost Reimbursable.
  • Minimum of one year of experience using FPDS NG, EDA, and AF Data Services.
  • Demonstrated ability to analyze data, negotiate favorable terms, and produce accurate documentation.



PREFERRED QUALIFICATIONS:




  • Bachelor's degree in Business, Supply Chain Management, or a related field.
  • Experience with ERP systems such as JAMIS.
  • Familiarity with Microsoft SharePoint.
  • Proficiency in Microsoft Office applications.



RELEVANT EXPERIENCE: 7 to 10 years of experience in procurement or acquisitions. Minimum of two years supporting DoD programs or projects, including GSA and SEWP. At least two years managing contract types such as Firm Fixed Price, Time and Materials, and Cost Reimbursable. Minimum of one year of experience using FPDS NG, EDA, and AF Data Services. Demonstrated ability to analyze data, negotiate favorable terms, and produce accurate documentation.

EDUCATION/CERTIFICATION: High School Diploma. Bachelor's degree in Business, Supply Chain Management, or a related field preferred.



SECURITY CLEARANCE: No security clearance required. Ability to obtain a clearance may be preferred based on contract requirements.
