About the opportunity

SWCA is currently seeking applications for a Compliance Services Team Lead, supporting our national construction compliance services operations, including environmental inspections. The Compliance Services Team Lead is responsible for providing leadership within the national Compliance Program by managing staff, construction compliance and operational compliance projects, and clients. The successful candidate will possess a proven track record of developing new business, managing complex projects, meeting financial goals, and mentoring others to do the same.

The Compliance Services Team Lead reports to Senior Compliance Manager, based in Houston. The successful candidate will have a depth of experience and familiarity with the business environment of compliance services for linear construction, for the oil/gas, transmission, and renewable industries. This is a full-time, regular (with benefits), salaried position based out of Houston, Texas. Hybrid work environments and encouraged and highly qualified remote (= distributed) employees will be considered if they live with Texas or Louisiana. If remote, travel to the local Houston office, as well as national project sites, would be expected.

What you will accomplish

The Compliance Services Team Lead will manage current opportunities while participating in the development of a forward-looking plan for their team. This position will require highly developed critical thinking skills to recognize and solve problems proactively and independently, as well as identify and mitigate risks and impediments through persistence, creative thinking, and a focus on client satisfaction. This will include working with the Compliance Services Director, the Senior Compliance Manager, Project Managers, and professional staff in the Houston office and surrounding states to further employee development and mentoring, provide technical leadership, and develop strategic team goals by contributing to the following:

Organizational leadership

  • Provide highly effective, dynamic management and leadership to SWCA's compliance program and staff. Help align employees to their annual career development goals and build teams to support program and individual employee development.
  • Supervise and mentor construction and operational compliance project managers, technical staff, and field/inspector personnel, while promoting a culture of teamwork, engagement, quality service, and customer satisfaction.

  • Work closely with the Compliance Services Director and Compliance Services Manager to hire Compliance staff, including environmental inspectors.

  • Proactively monitor the productivity and development of your Compliance Team, set clear expectations, and foster an environment of teamwork.
  • Provide general support to the team relating to subject matter resources, training opportunities, regulatory and research updates.
  • Drive compliance of safety policies and reporting requirements to ensure overall team safety.

Technical leadership

  • Provide quality assurance/quality control reviews of deliverables prepared by other team members.
  • Ensure the delivery of high-quality technical work throughout the compliance program, including SWPPPs, BMPs, construction monitoring, spill prevention, data management and analysis, and reporting.

Client leadership

  • Develop strong relationships with existing clients while executing strategic analysis, marketing and sales for new clients.
  • Manage the performance of individual projects, and effectively coordinate with clients and agencies, to produce technically excellent work that is on time and on budget.
  • Engage with the office business development team to evaluate changing market conditions and strategic sales opportunities at a regional and sub-regional level (new clients and geographies).
  • Lead proposal efforts and internal business development groups, drive accountability for participation in business development and help mentor sell-doer mentality in all employees.
  • Take lead role in the go/no go decisions in concert with the Director, and Manager, and drive accountability for efficient proposal and marketing pursuits.
  • Develop strong and productive relationships within industry organizations and with agency staff to expand the regional client base in line with the region's strategic goals.

Experience and qualifications for success

Required

  • A minimum of a Bachelor's (B.A. or B.S.) degree in Environmental Science, Ecology, or related field.
  • A minimum of six (6) years of progressively responsible experience in environmental consulting or related work with client organizations.
  • Previous experience with federal, state, and local environmental laws and regulations related to the construction of large-scale energy infrastructure projects

  • Excellent communication and interpersonal skills.
  • Ability to pass a motor vehicle screening

Preferred

  • A minimum of eight (8) years of progressively responsible experience in environmental consulting or related work with client organizations.
  • A minimum of five (3) years of compliance (or related) project and/or technical experience, including developing and implementing budgets, schedules, and scopes of work from pre-field tasks to final report preparation, and compliance technical activities, highly preferred.
  • Demonstrated experience in supervising, mentoring, and providing leadership for other professionals.
  • Demonstrated business development success and consulting acumen, including established credibility with federal and state agencies and clients, as well as success in proposal writing.

An employee in this Houston, TX-based position can expect a salary of $91,990.08/year to $116,975.04/year. Actual pay within this range may depend on experience, qualifications, geographic location, client requirements where applicable, and other factors permitted by law. Regular-status employees are also eligible for performance bonuses.
