Position Overview
USAID is seeking an Indirect Rate Specialist to provide expert guidance on the procedural, legal, and operational requirements associated with negotiating and establishing provisional and final indirect cost rates for contractors and grantees. This role ensures compliance with USAID and U.S. Government regulations and works closely with Contracting Officers (COs), Agreement Officers (AOs), legal counsel, technical offices, and implementing partners. This is a full-time, hybrid position.

Key Responsibilities

• 
  

  Support the review, analysis, and negotiation of provisional and final indirect cost rate proposals, ensuring allowability, allocability, and reasonableness in accordance with applicable federal cost principles.

  Prepare negotiation objectives and perform detailed cost and price analyses, including review of indirect cost pools, allocation bases, and business volume forecasts.

  
  
• 
  

  Maintain Negotiated Indirect Cost Rate Agreement (NICRA) official files and ensure accuracy and completeness of documentation in agency systems.

  
  
• 
  

  Coordinate with auditors, legal counsel, and other functional specialists to resolve audit findings and recommendations related to indirect costs.

  
  
• 
  

  Provide technical guidance to USAID Contracting Officers and Agreement Officers on indirect cost rate application and compliance.

  
  
• 
  

  Monitor provisional indirect cost rate performance, conduct trend analyses, and recommend rate adjustments as appropriate.

  Support the development and interpretation of policies related to cost principles, indirect rates, and associated guidance.

  
  

Minimum Qualifications

• 
  

  At least 5 years of direct experience reviewing and negotiating indirect cost rates for a U.S. Government department or agency.

  
  
• 
  

  Bachelor's degree in Business or a related field.

  
  
• 
  

  FAC-C Professional, CFCM, CPA, or CGFM certification required.

  
  
• 
  

  Demonstrated ability to quickly assimilate new information and gain proficiency in unfamiliar award types, including Government-to-Government agreements, Title II programs, Interagency Awards, and Public International Organizations.
