Position Overview
The Human Resources Specialist (Retirement) provides advanced technical support and advisory services for Civil Service and Foreign Service retirement case processing in support of Agency closeout operations. The position focuses on independent case execution, complex issue resolution within established frameworks, and support to quality assurance and process consistency efforts.

Key Responsibilities




  • Independently process and support complex retirement cases, including those involving multiple service histories, retirement coverage discrepancies, deposits and redeposits, military service credit, and incomplete personnel records.



  • Conduct detailed reviews of retirement case files to ensure accuracy, completeness, and compliance with applicable statutes, regulations, and agency policy prior to submission to OPM or the Department of State.



  • Identify discrepancies, risks, or missing information within retirement cases and coordinate with payroll, records, and benefits teams to support resolution, escalating novel or high-risk issues to senior SMEs as appropriate.



  • Provide technical advisory support to employees and internal stakeholders on retirement procedures, documentation requirements, and benefits-related processes under established guidance.



  • Support coordination with external partners, including OPM and the Department of State, to facilitate timely processing of retirement and associated applications.



  • Participate in quality assurance activities, including peer reviews of retirement case files and correction of identified deficiencies.



  • Support development and maintenance of job aids, reference materials, and procedural documentation related to retirement processing.



  • Provide informal technical guidance to junior specialists on case preparation standards and procedural requirements.




Level of Responsibility and Autonomy




  • Operates with moderate independence and exercises judgment within established policies, procedures, and guidance. Assigned cases are managed independently, while complex, sensitive, or non-routine issues are escalated for senior review.



  • Does not make final agency determinations or policy interpretations. All approvals and final actions remain with authorized U.S. Government officials.



  • Does not supervise U.S. Government personnel and does not perform inherently governmental functions.




Minimum Qualifications




  • Advanced knowledge of Federal retirement and employee benefit programs, policy, and procedures, including CSRS, CSRS Offset, FERS, FEHB, TSP, FSA, FEGLI, and OWCP, sufficient to independently support complex retirement case processing.



  • Demonstrated experience performing work equivalent to GS-12 or GS-13 level duties providing Federal retirement and employee benefit program advisory and case management services for Civil Service and Foreign Service employees.



  • Strong written and verbal communication skills, including experience preparing case analyses, correspondence, and documentation related to retirement and benefits processing.



  • Demonstrated ability to develop written products such as case summaries, benefit notices, and procedural documentation.



  • Demonstrated experience communicating with OPM, the Department of State, or other Federal benefits program service providers on retirement-related matters.



  • Demonstrated experience using automated payroll and personnel systems, such as HR Connect, NFC, GRB, or equivalent systems, to support retirement and benefits processing activities.




Preferred Qualifications




  • Experience supporting high-volume retirement processing during periods of organizational transition or workforce reduction.
