Contract Specialist Who We Are: ThinkTek LLC is a fast-growing Certified SBA 8(a) and Service-Disabled Veteran-Owned Small Business (SDVOSB) company. We specialize in providing management and technology consulting services to support the business and technology modernization efforts of the Federal Government. ThinkTek was formed with the specific purpose of providing its clients a tailored solution around Program & Project Management, Strategic Planning, and IT Operations. Position Overview USAID is seeking a Termination Contract Specialist to provide expert guidance on the procedural, legal, and operational requirements associated with contract terminations. This role ensures compliance with USAID and U.S. Government regulations and works closely with Contracting Officers (COs), legal counsel, technical offices, and implementing partners. This is a full-time, hybrid position. Key Responsibilities
Advise Contracting Officers on contract terminations for convenience and default, demonstrating the ability to rapidly assimilate and apply knowledge across all award mechanisms.
Prepare and manage all required documentation for award terminations, including termination notices, determinations and findings, negotiation memoranda, and settlement agreements.
Interpret and apply applicable provisions of the Federal Acquisition Regulation (FAR) and USAID supplemental regulations, policies, and guidance.
Process termination-related actions in USAID's contract and financial management systems.
Coordinate with the Office of General Counsel, technical teams, and implementing partners to execute termination actions effectively.
Assess financial, contractual, and programmatic impacts of terminations and recommend risk mitigation strategies.
Ensure post-termination activities, including audits, final payments, and closeouts, are completed in compliance with USAID policies and procedures.
Develop guidance, templates, and training materials to strengthen USAID's institutional approach to award terminations.
Minimum Qualifications
At least 5 years of experience in U.S. Government contract management, including a minimum of 1 year of experience performing contract terminations and negotiating termination settlements.
Bachelor's degree in Business or a related field.
FAC-C Professional or CFCM certification required.
Demonstrated ability to quickly assimilate new information and gain proficiency in unfamiliar award types, including Government-to-Government agreements, Title II programs, Interagency Awards, and Public International Organizations.
