Position Description:
Provide services to support projects requiring certified payroll and prevailing wages within region/business unit. Maintain
electronic certified payroll compliance system and assist with project site audits, subcontractor understanding, and compliance
for prevailing wages.

Essential Duties & Key Responsibilities:
* Apply basic understanding of federal, state and local prevailing wage laws (Davis-Bacon and Related Act (DBRA), Service
Contract Act, Walsh Healy Act and other relevant regulations) and knowledgeable of prevailing wage requirements to
support specific projects.
* Monitor contractor and subcontractor reporting requirements and procedures to ensure compliance with all federal, state,
and local laws governing prevailing wage.
* Review all compliance requirements with and obtain reporting information from subcontractors.
* Ensure subcontractor has apprenticeship program by approved government agency with certified apprentices registered to
the program. Validate apprenticeship certificates and submission of apprentice certificates into electronic certified payroll
compliance system. Validate ratio of apprenticeships against permitted apprenticeship program per governing law. Audit
process and record and perform pay restitution as applicable.
* Conduct subcontractor audits of submitted documents for accuracy and compliance, address findings with subcontractor.
* Oversee/conduct prevailing wage interview process on project site with subcontractors and manage documentation within
certified payroll system tracking tool.
* Review and match prevailing wage interview findings to subcontractor payroll submissions; identify and manage
discrepancies and escalate findings as needed.
* Monitor attendance of prevailing wage audits/interviews based on volume guidelines stated in policy and in coordination
with project staff performing prevailing wage interviews.
* Administer electronic certified payroll compliance system and other owner/lender required website.
* Verify accuracy of prevailing wage records, ensuring necessary information, daily work records, and fringe benefits are
included.
* Ensure timely submission of certified payroll of contractor and subcontractors, conduct audit of certified payroll reports for
compliance; notify and follow up for revised certified payroll as needed.
* Verify resubmission of restitution documents requiring subcontractor to pay restitution for underpayment of wages.
* Abide by record retention guidelines established by state and/or federal government. Archive payroll records in appropriate
manner.
* Maintain accurate files of certified payroll reports, affidavits, and related documents and make available for review at all
times. Cooperate fully with federal, state, or local audits.
* Visit project sites to verify display of current required U.S. Department of Labor posters and other related notices or content.
* Reference Turner Government Contracting Policy and Procedures Manual for prevailing wage guidance.
* Participate in prevailing wage training and development as directed.
* Other activities, duties, and responsibilities as assigned.

The salary range for this position is estimated to be $50,000.00 - $73,000.00 annualized, which represents the company's good faith and reasonable estimate of the range of possible compensation at the time of posting.   • Qualifications:
    * Associate's Degree from accredited degree program and 2 years of related Certified Payroll experience, or equivalent
    combination of education and experience
    * Construction or construction-related industries experience, desired
    * Working knowledge of certified payroll policies, operations, and processes
    * Knowledge of Davis-Bacon and Related Act (DBRA) and/or other federal, state, and local regulations
    * High degree of integrity, maintain confidential information, and exercise discretion
    * Professional verbal and written business communication skills
    * Effective active listening skills and follow-up practices
    * Possess problem solving and analytical capabilities
    * Professionally interact and collaborate with others
    * Proficient in electronic certified payroll systems (e.g., LCP Tracker, Elation, eMars), MS Office, advanced MS Excel skills,
    MS Outlook
    * Some travel may be required

    fumes, or airborne particles, outside weather conditions, and risk of electrical shock. The noise in the work environment is
    usually moderate to loud. The employee is required to work in compliance with company safety policies, procedures, and
    applicable laws.
