The Bridge and Structures Engineer is responsible for managing the Ohio Turnpike and Infrastructure Commission's bridge inventory; projects related to bridge reconstruction and rehabilitation; maintaining communication with outside agencies regarding bridge inventory.

Examples of Duties

Main Job Tasks:

  • Assist in writing and reviewing requests for proposals (RFP) for consulting engineering services for bridge rehabilitation and structural related repair projects.
  • Co-ordinates and reviews construction plans and specifications prepared by consulting engineers for constructability, accuracy and completeness, and for compliance with applicable codes and policies.
  • Develops construction and materials specifications for bridge and related structural repair and rehabilitation projects.
  • Provides project management services for bridge and structural related projects including attending contract pre-construction meetings.
  • Assists in monitoring construction progress and quality of work and conformance to contract documents.
  • Resolves or assists in resolving construction related problems in regard to the structure design.
  • Reviews extra work orders and change orders for bridge rehabilitation and structural related projects.
  • Reviews pay requests by contractors, consultants and testing laboratories.
  • Assists in monitoring contracting engineers and inspectors' performance.
  • Attends progress meetings at construction sites as necessary.
  • Schedules and conducts contract final inspections prior to acceptance.
  • Manage and coordinate the efforts of the General Engineering Consultant for the annual inspection of all Ohio Turnpike bridge and structural assets including the in-depth inspection of major bridge structures.
  • Act as the National Bridge Inspection Standards (NBIS) Program Manager for the Ohio Turnpike and provide all required interaction and cooperation with the Ohio Department of Transportation in regard to structure filings and updates.
  • Performs any other duties as may be assigned by the Design and Planning Engineer and/or Chief Engineer.

Work Characteristics:

  • The Bridge and Structures Engineer shall have a good working knowledge of structural engineering concepts in both design and construction.
  • Skill in use of computer equipment and programs related to structural analysis and load ratings.
  • Knowledge of safety practices associated bridge and structural component inspections.
  • Respond quickly and efficiently to incidents which may affect the safety of customers, the completion of contracts, and delays to contractors.
  • Ability to resolve disputes among stakeholders.
  • Ability to comprehend and interpret a variety of civil engineering principles, techniques, procedures, criteria, plans, specifications and related data.
  • Define problems, collect data, establish facts and draw valid engineering/technical conclusions, use statistical analysis.
  • Cooperate with co-workers on group projects.
  • Handle routine and sensitive contacts with government officials, consulting firms/contractors and general public.
  • Plan and develop engineering projects with unique or controversial problems and/or novel engineering related concepts and approaches.
  • Effectively accomplish several work assignments simultaneously.
  • Develop internal/external public relations.
  • Interpret FHWA safety standards.
  • Implement employee training and development.
  • Employ supervisory principles and techniques.
  • Knowledge and skill with various computer programs including AutoCAD, AASHTOWare BrR, Excel, Word and Access.

Typical Qualifications

Minimum Qualifications:

  • Bachelor of Science in Civil Engineering required.
  • Must also be a Licensed Professional Engineer (PE) in the State of Ohio with a minimum of seven (7) years of experience in bridge design, bridge construction, and structures inspection.
  • Must be able to or have successfully completed a Federal Highway Administration (FHWA) approved comprehensive bridge inspection training course.
  • Prefer minimum of ODOT Level 1 Bridge Design Engineer Certification and NIH Bridge Inspection Certification.
  • Strong written and oral communication skills required.
  • Must possess and maintain a valid Ohio driver's license.

Supplemental Information

Unusual Working Conditions:

The predominant work environment is the office; however, the work environment includes driving and field reconnaissance during the day and night. Must be able to navigate construction work sites on foot. Some climbing of ladders or obstacles may be required. May require travel; may work varying hours.
