LOCATION: Remote - This is a home based, virtual position that operates Monday - Friday from 8:30am-5:00pm EST. Incumbent may live anywhere in Vaya's catchment counties in North Carolina.

GENERAL STATEMENT OF JOB

The Account Analyst provides a professional level of accounting and analysis of assigned accounts payable and general ledger functions. This position performs various accounting tasks related to reviewing, processing and maintaining accounts payable records under the Transitions to Community Living (TCL) program. This position works closely with the Housing and Transitions Departments to ensure compliance with TCL program requirements. This position is also responsible for preparing journal entries, performing general ledger account reconciliations, assisting with audit preparation, and performing other accounting duties as assigned.

ESSENTIAL JOB FUNCTIONS

Housing Rent Payments:

  • Prepare housing subsidy payments as required by the CLIVe TCLV subsidy program
  • Communicate with vendors on issues related to payment
  • Work closely with Housing Department to review items needing resolution and provide reports as requested
  • Review and submit CLIVe Finance worklist tasks
  • Ensure proper approvals and supporting documentation is maintained in accordance with TCL requirements
  • Request reimbursement in the CLIVe software for all subsidy payments made for the month
  • Track payments made on behalf of each tenant and ensure totals reconcile to the general ledger

CLA Participant Payments:

  • Process monthly Community Living Assistance (CLA) payments to TCL participants and track and reconcile activity to the general ledger
  • Submit monthly reports to DHHS for CLA changes from the prior month

TCL Expense Tracking:

  • Track all credit and debit card purchase made by TCL staff by funding source on behalf of participants
  • Meet with Housing Department to review items needing resolution and provide reports as requested
  • Provide administrative support to TCL staff credit card holders - request new cards, increase approved credit limits
  • Reconcile prepaid debit card activity and reconcile credit card activity to monthly statement
  • Process payments and maintain accounting records related to the following TCL funding sources: Bridge Housing/Targeted Unit Transition (BH/TUTP); (b)(3) Community Transitions; Transitions Year Stability Resources (TYSR) and TCL Emergency funding
  • Process monthly Community Living Assistance (CLA) payments to TCL participants and track and reconcile activity to the general ledger
  • Submit monthly reports to DHHS for TYSR expenditures

General Ledger Accounting:

  • Prepare journal entries and reconcile general ledger accounts for assigned balance sheet areas
  • Prepare various financial reports for use by management and other reports as assigned
  • Participate in annual financial statement audit and all other audits and external settlements by responding to questions and providing requested information

HAP Review and Signature Routing:

  • Review HAPs and HAP Amendments received from Housing for accuracy and legibility, route for approval signatures, and distribute signed agreements

Other Duties as Assigned.

KNOWLEDGE, SKILLS, & ABILITIES

  • Working knowledge of accounting principles and general office procedures
  • Experience with computer operation and Microsoft Office products
  • Ability to organize a large volume of documents and workload to meet payment deadlines
  • Ability to exercise judgment and discretion in establishing, applying, and interpreting policies and procedures
  • Ability to establish and maintain effective working relationships with agency personnel, officials, and the general public

EDUCATION & EXPERIENCE REQUIREMENTS

  • A High School Diploma or GED and three years of work experience in an accounting position with direct responsibility for accounts payable

OR

  • Associate's Degree in accounting

PHYSICAL REQUIREMENTS

  • Close visual acuity to perform activities such as preparation and analysis of documents; viewing a computer terminal; and extensive reading.
  • Physical activity in this position includes crouching, reaching, walking, talking, hearing and repetitive motion of hands, wrists and fingers.
  • Sedentary work with lifting requirements up to 10 pounds, sitting for extended periods of time.
  • Mental concentration is required in all aspects of work.

RESIDENCY REQUIREMENT: The person in this position must live North Carolina or within 40 miles of the NC border.

SALARY: Depending on qualifications & experience of candidate. This position is exempt and is not eligible for overtime compensation.
