Job Title: Human Resources HRIS/Risk Administrator (On-site/in-person)

Department: Human Resources

Classification: Non-Exempt

Hiring Range: $33.95/hour - $38.20/hour

Salary Range: $33.95/hour - $50.92/hour

Position Summary: Performs a variety of specialized, technical and administrative duties with the city's Human Resources Department; provides advanced and confidential office support to various Human Resources functions including but not limited to recruitment, confidential data management, personnel actions, and workers compensation.

Supervision Exercised and Received: This position works under the direct supervision of the Deputy Director of HR.

Essential Job Functions:

HRIS Administration

  • Responsible for personnel transactions related to new hires, promotions, career progressions, lateral transfers, merit increases, voluntary terminations and retirements; status change transactions related to work location, and supervisor changes in Oracle.
  • Tracks employee system transaction using internal resources.
  • Responsible for performance review management, performance review assignments, goal attachments, and performance bonus/administrative increase reporting.
  • Maintains HRIS system. Works with IT support on problem-solving systems changes and errors.
  • Assists HR Department with reporting and data collection for metrics. Assists in monthly reporting for HR dashboard.
  • Acts as back-up to Administrative Specialist for in-person employee onboarding process. Responsible for onboarding process improvement and maintaining alignment with current laws and regulations, and best practice development in field of Human Resources.
  • Acts as backup for HR Recruitment Business Partner to post vacant positions, administer background checks, create and send offer letters, coordinate pre-employment screenings, and support hiring managers in the recruitment process.
  • Provides monthly termination reports to various departments.

Customer Service & Administration

  • Acts as point of contact for HR/risk management support, providing professional-level customer service for employees, management, and the public.
  • Performs a wide variety of complex technical, administrative and confidential support duties for the Human Resources Department.
  • Supports and provides on-demand assistance across functional areas of HR including, but not limited to, policy, risk management, worker's compensation, HRIS administration, and performance management questions.
  • Assists in management of unemployment claims with help of supervisor to ensure compliance and cost containment.

Risk Management & Safety

  • Initiates workers' compensation claims as appropriate, coordinates with injured workers, doctors, and supervisors to facilitate care with supervisor oversight and return to work.
  • Coordinates return to work program following workplace injuries. Assists Deputy in coordination of return-to-work injuries and FMLA/ADA.
  • Initiates the initial intake of property and casualty claims with supervisor oversight.
  • Assists in the initial intake of property and casualty claims with supervisor oversight.
  • Applies for certificates of insurance upon request.
  • Coordinates quarterly randomized drug screens.

Budget

  • Reviews and approves invoices in partnership with Administrative Specialist.
  • Acts as backup to Administrative Specialist for all purchasing requisitions.

Minimum Qualifications:

Education:

  • Associate's Degree, Bachelor's Degree preferred with major coursework in human resource management, Information Technology, Business Administration, or a related field.

Experience:

  • Two (2) years of progressively responsible technical or administrative experience in a human resources department.

Preferred Candidate:

  • Proficiency in HRIS software programs including but not limited to Oracle.Public sector experience.

Technical Knowledge:

  • Must be proficient in the following areas: Microsoft Outlook Email, and a basic understanding of computers and online computer-based technology applications, which includes accessing web-based platforms.

Licenses & Certifications:

  • Must possess a valid Colorado Driver's License or be able to obtain one within 30 days of start date.

NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge and skills as determined by the City of Aspen may be substituted for the requirements above.

NOTE: This position requires a Criminal Background Check upon hire. Employment is contingent upon successful completion of a Criminal Background Check.

Position Type and Work Hours:

* Regular full-time, 40- hour workweek, Monday through Friday, hours may vary with workload.

Work Environment:

* Indoors: Office environment.

* Outdoors/Off-Site: Meetings, training, and site visits at a variety of city facilities and areas.
