Overview

Construction Business Services (CBS), Permit Applications is seeking a highly motivated, customer service oriented, and resourceful leader to join its team and contribute to the success of a diverse and innovative department within Construction. This manager position will provide oversight for the day-to-day management of the CBS Permit teams located throughout the Con Ed service territory. This position will work closely with our Construction, Gas, Electric, and Steam sections to ensure that their permitting needs are met. There will also be interactions with our external stakeholders, including Westchester Municipalities, DOT, DEP, NY State, and other agencies, as applicable. The ideal candidate for this position must be well organized, have a high energy level, and understand the vital importance of effective stakeholder management, commitment to excellence, compliance, and personal accountability. This individual must demonstrate the ability to manage multiple assignments, meet deadlines, make sound business decisions, collaborate with multiple teams, and have a positive work ethic.

Responsibilities

Core Responsibilities
  • Provide managerial oversight and leadership for the Permit Applications Union and Management team, monitoring performance and ensuring goals are consistently achieved.
  • Implement strategies to ensure that permits are processed timely for Con Edisons operations within Westchester municipalities and NY City boroughs.
  • Build strong relationships internally with organizations including Gas, Electric, Construction, Engineering, and Steam. Foster strong partnerships with external stakeholders such as Westchester Municipalities, NY State Department of Transportation, NYC Department of Transportation, Department of Environmental Protection, and other agencies, as applicable.
  • Attend stakeholder meetings for permit planning purposes and to resolve concerns inclusive of planned and emergency street work issues. Conduct field visits as applicable.
  • Financial management, including the timely payments for permits and close monitoring of accruals.
  • Communicate effectively with internal and external stakeholders, ensuring timeliness and accuracy.
  • Ensure compliance with all applicable rules and regulations of NY State, Westchester Municipalities, NY State Department of Transportation, and other agencies.
  • Create regular reports and presentations to highlight performance and necessary improvement opportunities.
  • Lead strategic initiatives to standardize and drive efficiencies within the permit application processes in NYC and Westchester.
  • Provide support for the Section Manager and Director.
  • Perform other related tasks and assignments as required.

Qualifications

Required Education/Experience
  • Master's Degree and 3 Years Relevant Experience or
  • Bachelor's Degree and 6 years Relevant Experience
Relevant Work Experience
  • Supervisory experience is required.
  • Strong oral and written communication skills and the ability to effectively interact with customers, support staff, contractors, regulatory agencies, and various levels of management is required.
  • Proficiency working with Microsoft Office platforms including Word, Excel, PowerPoint, and Teams is required.
  • Excellent organizational skills and the ability to successfully complete multiple tasks without compromising quality or timelines is required.
  • The ability to drive change, lead, and implement initiatives is required.
  • Knowledge and experience working with governmental agencies, including Municipalities, the Department of Transportation (DOT) or similar Municipal or State agencies is preferred.
  • Experience using Oracle platforms, Summons system. CworX Maximo ROPES, and the agility to learn new systems is preferred.
  • Experience in one of the following areas: Project Management, Stakeholder Relationship Management, Construction, Engineering, and Operations is preferred.
  • Experience in the Utilities industry is preferred.

Additional Physical Demands
  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
  • The selected candidate must be able to travel to various locations throughout the Companys service territory as needed.
