The Vice President of Enterprise Data Services & Enterprise Applications is a senior technology executive responsible for the entire enterprise data value chain: from foundational engineering and Master Data Management (MDM) to advanced AI and Decision Intelligence deployment. This leader also maintains strategic oversight of enterprise and mission applications, ensuring these core systems are architected and operated for high availability, scalability, and seamless integration.

This role is the executive custodian of the organization's most critical asset: data. The VP is accountable for building and operating a Trusted Data Foundation, centered on Master Data Management (MDM), that ensures every mission-critical application, analytic product, and AI model operates on a single, authoritative version of the truth.

By tightly coupling enterprise systems with modern data platforms and AI infrastructure, this leader drives digital modernization without compromising integrity, lineage, or operational reliability. The role demands equal fluency in engineering rigor and business execution, particularly in high-stakes, regulated environments and during rapid Mergers & Acquisitions (M&A).

Whether serving the internal IT organization or line-side business units, this executive ensures seamless data and application migration, rapid enablement of AI-optimized tools, and sustained operational excellence that directly supports mission execution & enterprise growth. Additionally, this executive oversees engagements with vendor partners and professional services providers, ensuring they align with the enterprise's strategic objectives and deliver high-quality IT solutions.


Responsibilities

Core Pillars of Responsibility

  1. Master Data Management & M&A Integration
  • Single Source of Truth: Define and execute the enterprise MDM strategy using industry-leading iPaaS and Master Data Hub (MDH) platforms to establish and govern Golden Records across customer, employee, vendor, and financial domains.
  • M&A Data Consolidation: Lead the ingestion, mapping, reconciliation, and normalization of acquired-company data into the enterprise data hub, ensuring unified visibility for leadership and line-side managers from day one.
  • Data Orchestration: Own synchronization patterns between core enterprise systems and downstream analytics platforms, enforcing consistency, referential integrity, and lifecycle governance across the enterprise.
  1. Enterprise & Mission Applications
  • Digital Core Ownership: Direct the architecture, reliability, and lifecycle management of enterprise backbone platforms, including Global HCM and project-based financial ERP systems supporting complex contracting environments.
  • Pre-Merger Due Diligence: Assist in performing pre-M&A due diligence, focusing on assessing IT infrastructure and cybersecurity posture to identify potential risks and integration challenges.
  • Post-Merger Application Migration: Design and execute application and identity migration strategies for acquired entities, minimizing business disruption while accelerating integration timelines.
  • Trusted Data Services: Build and operate high-availability, secure data services that power mission-critical applications, ensuring performance, scalability, and resilience under operational and compliance constraints.
  1. Business Intelligence & Automated Insights
  • Enterprise Analytics Vision: Define and scale an enterprise-wide analytics ecosystem using the Microsoft Power Platform, shifting from static reporting to near-real-time, decision-grade insights.
  • Automated Intelligence: Leverage Power Automate to operationalize alerts, reporting workflows, and cross-platform data actions - eliminating manual data reconciliation and lagging indicators.
  • Unified Reporting: Ensure financial, operational, and workforce reporting reflects a consolidated enterprise view, including post-acquisition performance, program health, and global headcount.
  1. Foundational AI Infrastructure & Line-Side Enablement
  • Baseline AI Platform: Architect and deploy a scalable enterprise AI foundation integrating high-performance compute, vector databases, secure data access layers, and MLOps pipelines.
  • Line-Side Rapid Development: Establish standardized AI "playgrounds" reusable components, and deployment patterns that enable business units to rapidly build, test, and operationalize AI-enabled solutions for front-line use cases.
  • LLM & SLM Strategy: Orchestrate the use of Large Language Models (LLMs) for enterprise-wide knowledge and Small Language Models (SLMs) for domain-specific, low-latency, cost-efficient operational tasks.
  1. Engineering & Operational Excellence
  • Operational Resilience: Maintain day-to-day health of the enterprise data and application stack, meeting or exceeding SLAs for uptime, throughput, and pipeline reliability.
  • Scalable Architecture: Own the technical design of data and integration architectures capable of supporting organic growth and rapid expansion driven by M&A activity.
  • Governance, Quality & Lineage: Implement automated controls for data quality, classification, and end-to-end lineage - from source systems through analytics and AI -building durable trust across the organization.
  • KPIs: Collaborate closely with the IT data services and Business Intelligence team to develop and refine key engineering and operational KPIs, ensuring alignment with strategic goals and driving continuous improvement.

Qualifications

Candidate Qualifications

  • 15+ years of progressive IT and data leadership experience, including direct ownership of post-merger integration (PMI) and large-scale data platform delivery
  • Deep experience in the Defense Industrial Base (DIB), defense, or federal contracting environments, with a working understanding of regulatory, compliance, and audit expectations
  • Proven ability to lead in highly regulated, high-consequence environments where data accuracy and system availability are mission-critical

Technical Mastery

  • Integration & MDM: Expert-level experience with platforms such as Boomi, Informatica, MuleSoft, or Reltio
  • Enterprise Systems: Hands-on leadership experience with SAP SuccessFactors, Workday, Deltek Costpoint, Oracle Cloud ERP, or equivalent systems
  • Analytics & Data Platforms: Mastery of the Microsoft Power Platform (Power BI, Power Automate) and modern data platforms such as Snowflake, Databricks, or Azure Synapse
  • AI & MLOps: Practical experience designing baseline AI platforms, implementing MLOps pipelines, and enabling LLM/SLM deployment for enterprise and operational use cases
  • Demonstrated ability to translate complex engineering and data initiatives into clear business value, risk reduction, and ROI
  • Trusted executive partner to CIOs, CFOs, and line-side leaders, with a track record of delivery - not just vision

Education & Clearance

  • Graduate degree in Computer Engineering, Data Science, or Information Systems required; MBA preferred
  • U.S. Citizen with the ability to obtain and maintain a security clearance
