Overview

The Portfolio Manager, Research Informatics has significant responsibilities for managing the demand and project portfolio under direct leadership of the Director of Research Informatics Operations. The incumbent will be accountable for both demand and project management processes and tools to manage the portfolio and development of each project. This role will supervise Project Manager(s), Product Owner(s), and/or similar roles.

Responsibilities

- Manage the Research Informatics and Data Science team's (RI/DS) Project Portfolio including but not limited to engineering project, vendor solutions, infrastructure projects, select grants, and data science requests
- Create and lead a high performing Project Management and Product Owner team

- Own and evolve project demand framework and processes in collaboration with subordinates and RI/DS Leadership

- Oversee intake, review, and approval of all project requests within the portfolio

- Creation and management of policies and processes related to portfolio/project management and product ownership

- Own and evolve project management frameworks tailored to organizational needs, leveraging best practices from Agile, traditional, or other/new methodologies

- Accountable for dashboards/metrics to transparently and effectively measure progress and quality of projects in the portfolio

- Lead vendor engagements, including statement of work development, contracting, and accountability for deliverables

- Lead or actively contribute to strategic planning and execution of major system upgrades and infrastructure enhancements, including but not limited to Huron Suite version 12, other major third-party applications, engineering products/solutions, and advanced computing systems infrastructure changes

- Lead and Project manage select high visibility projects, initiatives, and programs, as assigned

- Provide leadership to special projects and participate in special committees as requested

- Collaborate with project managers, and stakeholders on creating complete and high-quality deliverables including but not limited to charters, project plans, risk/issues, budgets, test plans, status reports, documentation/user guides, communications, implementation (go-live) planning

- Ensure collection and analysis of project related data to identify problems and root causes

- Provide leadership and mentorship to Product Owner(s) ensuring robust requirements gathering and testing processes

- Continuously identify improvement opportunities and implement process enhancements

- Develop and document long range roadmaps for Research Informatics

- Partner with business SMEs to recommend business process improvements, as needed

- Lead or participate in assessment of "build vs buy" options for gaps and summarize benefits and risks of each

- Lead 3rd party software solution evaluations with business and technical SMEs and facilitate evaluations/scoring/selection, creation of statements of work, and procurement

- Remain current in salient project management and product ownership approaches, tools, processes including Agile and Project Management Institute (PMI) best practices



Qualifications

- Master's Degree Computer Science, Information Systems, Project Management, Business Administration, or related degrees with 3 - 5 years of experience as a project manager, scrum master or product owner, experience implementing projects with a wide variety of assignments
- or Bachelor's Degree Computer Science, Information Systems, Project Management, Business Administration, or related degrees with 5 -7 years of experience as a project manager, scrum master or product owner, experience implementing projects with a wide variety of assignments
- Project Management Professional (PMP) Preferred

- Agile Certification Preferred

- Supervisory Experience Preferred

Skills:

- Experience managing multiple projects simultaneously and a track record of successful project delivery

- In-depth knowledge of agile methodology

- Risk management and mitigation strategies

- Proficiency in project resource forecasting and planning

- Proficiency in performance metrics tracking and KPIs

- Vendor management and contract negotiation

- Excellent verbal and written communication skills

- Strategic thinking and effective problem-solving

- Conflict resolution and stress management skills

- Strong leadership skills with ability to guide and coach project teams

- Can work under time constraints and proactively manage priorities

- Skilled in talking with individuals and groups about their needs and asking the effective questions

Starting Pay

Our pay ranges are market competitive. The pay range for this job begins at $48.12/hr, but your offer will be determined based on your education and experience.
