Purpose

The Senior Technical Project Manager oversees the planning, execution, and successful delivery of cross-functional technical projects that support strategic and operational initiatives across the healthcare system. This role ensures that projects are completed on time, within scope, and within budget while meeting quality and compliance standards. The Senior Technical Project Manager collaborates closely with IT teams, clinical informatics, business analysts, and operational leaders to translate business needs into effective technical solutions. This position plays a critical role in advancing performance, ensuring compliance, and driving innovation within a dynamic healthcare environment.

Responsibilities

Manages Full Technical Project Lifecycle

  • Defines project scope, objectives, and deliverables.

  • Develops and maintains detailed technical project plans and schedules.

  • Tracks progress and adjusts plans as needed.

  • Facilitates project meetings and status updates.

  • Closes projects with documentation and lessons learned.

Stakeholder Engagement and Communication

  • Works closely with clinical, administrative, and IT stakeholders.

  • Aligns technical project goals with organizational priorities.

  • Manages stakeholder expectations and communications.

  • Resolves conflicts and escalates issues appropriately.

  • Ensures collaboration across departments.

Oversees Technical Implementation

  • Coordinates system configuration, integration, and testing.

  • Partners with vendors and internal teams on technical deliverables.

  • Ensures compliance with cybersecurity and data governance standards.

  • Supports go-live activities and post-implementation support.

  • Troubleshoots technical issues during deployment.

Monitors Budget and Resource Allocation

  • Develops and manages project budgets.

  • Tracks expenditures and forecasts costs.

  • Allocates internal and external resources.

  • Identifies and mitigates resource constraints.

  • Prepares financial and resource utilization reports.

Ensures Compliance and Quality Standards

  • Adheres to HIPAA, HITECH, and internal compliance policies.

  • Coordinates with legal and compliance teams.

  • Documents decisions and maintains audit trails.

  • Supports internal and external audits.

  • Integrates quality improvement into project planning.

Organizational Improvement

  • Participates in process improvement initiatives.

  • Mentors junior technical project staff and shares best practices.

  • Participates in project portfolio reviews.

  • Promotes standardization and documentation.

  • Leads or contributes to training sessions.

Required Qualifications
  • Requires a Bachelor's Degree in Information Technology, Computer Science, Business Administration, or a related field with at least 3 year(s) of experience in managing technical projects in a healthcare or enterprise IT environment.

  • Relevant education or experience may be substituted as appropriate.

Preferred Qualifications
  • Master's Degree in Health Informatics, Project Management, or a related field with at least 5 year(s) of experience in healthcare IT project management.

  • Experience with EHR systems, cloud platforms, or enterprise applications.

  • Familiarity with Agile, SAFe, or hybrid project methodologies.

Preferred Licenses/Certifications:

  • Project Management Professional (PMP) - PMI

  • Certified ScrumMaster (CSM) or SAFe Agilist

  • ITIL Foundation Certification

  • Lean Six Sigma Green Belt or higher

Retirement Plan Eligibility:

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to the position being at least 20 hours per week and at least 135 days in length. This position has the option to elect the Optional Retirement Program (ORP) instead of TRS, subject to the position being 40 hours per week and at least 135 days in length.
