Chief Architect

The Chief Architect leads the architecting, positioning, and designing, including coordination of integration efforts into the intended systems and subsystems. The Chief Architect ensures any technologies incorporated into or developed under the SOW do not conflict with the program baseline. The Chief Architect also ensures the most advanced technology vendors are engaged in the process and the program has reached relevant industry, Department of War (DoW) organizations, and the open-source community to engage the best solutions. The Chief Architect is also accountable for the end-to-end cloud and Platform architecture experience.

• Serves as consultant to the business unit in long-range planning concerning new or projected areas of technological research and advancements.
• Instrumental in attracting/obtaining major new business.
• Bachelor's (or equivalent) with 16+ yrs of experience or a Master's with 14+ yrs of experience.
• Provides the technical leadership and direction in implementing enterprise information/data management practices.
• Responsible for leading and engaging in information/data management projects including the Enterprise Information Architecture, information models and flows, data dictionaries, data standards, and data quality standards and processes.
• Responsible for developing and maintaining the logical Enterprise Information Architecture that enables seamless information interoperability of systems from transaction systems, document management systems and information delivery systems.
• Proven experience in developing information architectures aligned information lifecycle management.
• Proven experience performing conceptual, logical and physical data modeling with data modeling tools and database design in complex, large-scale data environments.
• Proven experience in transactional data modeling, dimensional modeling and object oriented modeling.
• Proven experience in developing scalable design of entities using advanced data structures (e.g., tall tables) is a plus.
• Experience in developing data models that support, inter alia, time dependency, historical tracings, taxonomies (simple and complex), and multilingual data. Knowledge of application modeling languages/techniques (e.g., UML, OML, entity relationship modeling, DFDs) including the ability to create and read the associated diagrams.
• Proven experience creating enterprise models incorporating master and reference data.
• Experience in creation of data dictionaries, defining metadata management approaches and governance processes.
• Experience in developing and implementing IT architecture plans, Enterprise Information Architecture standard and guidelines, software development methodologies and strategic plans.
• Experience in developing data sharing standards and architecting scalable service oriented solutions.
• Solid understanding of transaction and information systems, data warehouses, data marts, ODS, MDM methodologies and life cycle as well as ETL and MDM technologies.

Required Qualifications:

• Possess an active TS security clearance with SCI eligibility
• Bachelor's degree preferred in Computer Science, Software Engineering, Information Technology, or a related field
• Five years of experience with Cloud Architecture, Systems Engineering, Solutions Architecture, Requirements Gathering, Business Process Requirement Engineering, agile development practices
• Experience designing, building, and implementing enterprise-class system architecture(s) and designing qualities across the enterprise that match business needs (e.g., reliability, performance, maintainability, scalability, security, and usability) on projects similar to the size, scope, and complexity of the work and environment described in the TOR
• Experience developing solutions across a diverse and heterogeneous IT cloud environment, including aligning standards, frameworks, and security with overall business and technology strategy
• Experience in the Department of War Architecture Framework (DoWAF)
• Certified Information Systems Security Professional (CISSP), AWS Certified Solutions Architect Professional, or equivalent
• BS 16-18, MS 14+, PhD 10+

Desired Qualifications:

• Master's degree in Computer Science, Software Engineering, Information Technology, or a related field
• Experience highlighting proficiency in relevant programming languages (e.g., Go, Python, Java, Scala, C++, or similar)
• Experience in architecting and engineering federated multi-cloud solutions
• Experience leading architectural teams, developing strategic IT goals and roadmaps, and presenting material to senior Government officials
• Experience with data analytics, Artificial Intelligence (AI), Machine Learning (ML) model development, Robotic Process Automation (RPA) development, secure application development, software lifecycle management, and DoW compliant cloud infrastructure
• Five years' experience in cybersecurity policies or information technologies related to DoW networks, classified networks, or communications systems in support of intelligence operations
• Experience engaging multiple stakeholders from industry
• Experience with architecting and cloud-neutral, cloud-native, and open-source solutions
• One or more or similar to the following professional certifications:
