PAY RANGE: $117,000 - 130,000

POSITION SUMMARY:
Responsible for the development and administration of scheduling and production control processes in support of fabrication/manufacturing operations. Manages the Planning and Production Control group consisting of a Production Controller and a combination of coordinators that support scheduling and production control activities. Responsible for providing the Production Management team with data and information tools to plan, manage, execute, and improve fabrication labor activities. Responsible for providing scheduling deliverables to Project Management for monitoring project performance and reporting progress to customers.

ESSENTIAL FUNCTIONS AND MAJOR RESPONSIBILITIES:

  • Manages Planning and Production Control group personnel.
  • Participates in build plan strategy development to develop perspective and expertise useful in development of effective project schedules.
  • Work with control of project schedules using input from Project Management, Production Management, and others.
  • Assists in progressing project schedules and providing updated plans for reaching milestones on time.
  • Responsible for maintaining the IFS job structure, and score cards. Ensures alignment across the data tools to facilitate accuracy and confidence in information outputs from each.
  • Ensures score card content are optimized for alignment to build strategies.
  • Assists in providing Production Management with detailed and aggregate labor plans to support daily labor allocation, hiring plans, and labor forecasting.
  • Responsible for supporting electronic timekeeping process flow including generation, updating, and distribution of bar codes and management of IFS work locations.
  • Responsible for facilitating the distribution and recovery of work packages to production.
  • Assists in Estimate At Complete (EAC) reviews to assess schedule and cost performance.
  • Responsible for maintaining asset schedules for yard infrastructure capacity planning.


Acts as Production Management liaison to:
  • Project Management for the release and distribution of work packages.
  • FP&A for collaboration in collecting and communicating cost data needed for continuous improvement activities.
  • Responsible for developing, coordinating, and providing Production Management with reports and information tools to make informed decisions and monitor operational performance. This includes establishing and refining KPIs and performance metrics.
  • Responsible for analyzing and communicates trends in schedule, KPIs, and performance metrics and may make recommendations to Production Management.
  • Drives continuous improvement activities focused on Scheduling and Production Control processes.
  • Train Project Managers and Ship Superintendents on professional planning processes and methods.


JOB SCOPE:
This is a critical position to the success of the Production Management team. The Planning Manager is responsible for ensuring the Production Management team is positioned to plan and execute projects with accurate, updated information and for maintaining systems that support the flow of information and tools to make informed decisions. This position operates with minimal guidance and supervision from the Sr. Program Manager while maintaining a high level of collaboration within the manufacturing team and across departmental boundaries. The Planning Manager serves as the communication conduit between the Production Management team and several departments that supply the operation with information for construction. This position is often involved in development and/or decisions regarding manufacturing planning and execution.

SUPERVISORY RESPONSIBILITY: The Planning Manager directly supervises the plan team and coordinators that support with scheduling and production control processes.

INTERPERSONAL CONTACTS:
This position maintains a variety of professional relationships and must be able to determine the appropriate level of communication and interaction for various situations. The ability to effectively influence decisions through respectful interactions with others both within the Production Management team and outside of the team is essential in this role. Candidate must have a relentless desire and ability to follow through and persist in developing and maintaining production control systems in a change resistant environment.

KNOWLEDGE SKILLS AND ABILITIES:
Strong command of and working knowledge of: Primavera Project Management software, ERP software packages, scheduling, labor planning, payroll and accounting data systems, database queries, report generation, MS Excel, data analysis, and manufacturing KPIs and performance metrics.
Ability to:
  • Manage a small group providing clear direction and leadership that maximizes the potential of the group to provide timely, accurate, and repeatable work product for Production Management and others;
  • Set goals and milestones for individuals and the team that are clear and provide the basis for accountability;
  • Provide exceptional customer service within and outside of the Vigor Fab business unit;
  • Understand internal customer needs and meet those needs through a repeatable, systematic approach;
  • Develop custom layouts within Primavera Project Management software that serve as deliverables to various positions and departments within and outside of the Vigor Fab business unit;
  • Analyze and refine raw data to usable formats;
  • Relate effectively to IT and HR technical staff in development of system tools and reports;
  • Develop proficiency in shipbuilding strategies, sequences, operations, and yard logistics;
  • Understand our operational process and technical challenges and their implications to plan execution;
  • Work closely with Production Management in development/updating of schedule and production control information tools and processes;
  • Reduce waste in administrative processes, especially those more closely supporting the value stream; and
  • Be persistent in collecting deliverables from coworkers.


EDUCATION AND/OR EXPERIENCE:
A Bachelor's Degree in Business or equivalent is strongly desired.
Experience using scheduling and ERP software and performing planning, scheduling, and analytical functions in an industrial manufacturing environment is required.

CERTIFICATES, LICENSES, AND REGISTRATIONS:
APICS CPIM is a bonus.

PHYSICAL DEMANDS:
Work is conducted in a dynamic, fast-paced shipyard with moderate to loud noise levels from production activity in the shipyard.Will be required to be in production areas in yard and onboard ships.Must be able to walk to and from job sites. Must be able to frequently climb inclined stairways and vertical ladders. Must be able to enter confined areas and tanks. May be required to work more than 8-hour shifts and weekend work. Must be able to frequently bend, squat, crawl and twist.May be required to lift up to 50 pounds.
