Evaluation Specialist (Hybrid role located in Washington DC)

Ellumen is seeking an experienced Evaluation Specialist to support an upcoming Training Modernization Initiative by ensuring all learning programs are evidence-based and results-driven. Their work will help measure learning effectiveness, assess return on investment, and provide actionable insights to continuously enhance workforce performance.

Position Summary

Evaluation Specialist will design and implement comprehensive evaluation frameworks using established learning evaluation models. This person will analyze performance data and translate findings into meaningful insights that inform leadership decisions and instructional design improvements.

Major Duties and Responsibilities

  • Develop evaluation plans and methodologies to assess training effectiveness.
  • Design and deploy surveys, rubrics, and focus groups to collect data.
  • Analyze learning data using statistical and thematic methods.
  • Build dashboards and visual reports (e.g., Power BI) for data-driven insights.
  • Translate complex data into clear, actionable recommendations.
  • Collaborate with instructional design teams to refine training programs.


Minimum Qualifications

  • US Citizenship with ability to obtain clearance (Active clearance preferred)
  • Bachelor's degree in Education, Psychology, or related field
  • 3+ years of experience in training evaluation or data analytics
  • Expertise in Power BI and survey tools (Microsoft Forms, SurveyMonkey)
  • Experience applying models such as Kirkpatrick and Phillips ROI
  • Strong data storytelling and visualization skills
  • Excellent communication and reporting abilities


Preferred Qualifications

  • Experience with SPSS, R, or Python
  • Familiarity with additional learning evaluation models (e.g., TPACK, SAMR)
