Position Overview: The Mid-Career Engineer is responsible for all routine on-site project administration, scheduling, and engineering for complex dam and other water infrastructure projects. He or she will be responsible for developing and managing detailed work plans; resolving technical and constructability issues; planning, coordinating, and overseeing on-site construction engineering activities; scheduling and managing subcontractors; and ensuring full compliance with U.S. Army Corps of Engineers (USACE) contract requirements, design standards, and quality standards. Responsibilities also include preparation of monthly pay estimates, schedule updates, change order documentation, and cost reports. He or she also reinforces Massman's Incident & Injury Free Initiative along with our corporate mission and vision statement in the daily performance of their work. Key Responsibilities:
- Be an Incident and Injury Free Leader
- Participate in the project safety process, conduct safety inspections, and contribute to weekly toolbox meetings and safety training
- Provide technical support for construction planning, quality control, design interpretation, constructability reviews, application of methods, and resolution/documentation of design conflicts to ensure successful completion of dam and marine infrastructure projects
- Provide project-level responsibility for contract administration and compliance, as well as project engineering (lift plans and work plans)
- Manage scheduling and monthly progress narratives, as well as owner and subcontractor pay estimates
- Recognize and provide timely notification of potential contractual risks or issues; independently develop mitigation plans
- Generate applicable RFIs (Request for Information) on contractual or design-related issues
- Supervise cost report management and lead regular review meetings
- Maintain full understanding of contract requirements, specifications, and drawings, including USACE technical provisions, QC/QA processes, and design requirements
- Ensure clients/owners are notified in a timely manner regarding extra work, design changes, delays, etc.
- Maintain project-level oversight for all construction activities to ensure conformance to design specifications, safety standards, and production goals
- Conduct recurring team meetings to stay aligned with expectations and goals of the project
- Manage the subcontract and procurement process including directing or performing solicitation, review, and document preparation
- Take the lead in working with designers and/or engineers on value engineering, material substitutions, and engineering-related constructability issues
- Supervise, direct, and mentor junior engineering staff and/or interns to foster individual development and high-quality project standards
- Represent company and project team during client and project management meetings to ensure effective communication
- Travel as required to attend company meetings, site visits, off-site training, etc.
- Commute to out-of-town jobsites periodically
- Assume additional responsibilities as directed
Minimum Qualifications:
- Bachelor's degree in an engineering-related (Civil, Mechanical, Construction Engineering) or Construction Management field
- Minimum of 5 years of experience as a Field/Office Engineer
- Prior experience with USACE dam or water infrastructure projects strongly preferred
- Completion of USACE Construction Quality Management (CQM) for Contractors strongly preferred or ability to obtain within a reasonable timeframe upon hire
- Previous experience in or exposure to the heavy civil and/or marine construction industry; experience with Corps of Engineers work is a plus
- Valid driver's license for occasional required travel
- Able to work with a variety of staff and coordinate effectively with junior and senior managers or craft personnel
- Demonstrated proficiency in developing, analyzing, and maintaining complex project schedules
- Demonstrated ability to implement, utilize, and manage the cost management process including quantities, cost reports, forecasting, labor reports, documentation, and recordkeeping
- Ability to efficiently perform contract administration functions including correspondence, document control, daily reports, and change order/claims preparation
- Effective communication skills, both oral and written, including ability to compose and edit professional letters to external organizations including customer, vendor, government agencies, and subcontractors
- Strong computer proficiency and Microsoft Office experience; ability to adapt to new technologies and processes
- Advanced knowledge of Primavera P6 & AutoCAD
- Estimating skills; knowledge of HCSS HeavyBid and HeavyJob a plus
