What you will do:

  • Develop and implement land and permit acquisition strategies that may lead to outstanding or complicated issues.

  • Develop and maintain positive working relationships with landowners and landowner organizations.

  • Handle landowner complaint and reporting processes in compliance with company and regulatory requirements.

  • Develop and implement project specific land acquisition and risk mitigation plans that include stakeholder engagement, acquisition, construction monitoring, damage settlement and transition phases of projects.

  • Develops teams of contract Land personnel and other third-party consultants on acquisition strategies in a manner that meets project schedule, scope and budgets.

  • Review and approve checks written by agents in the field and maintain responsibility for compliance with corporate check writing and accounting guidelines.

  • Develop and handle schedules, budgets, forecasts, and variance analysis.

  • Provide quality assurance and training programs to ensure consistency in treatment of stakeholders.

  • Direct and monitor third party consultants performing research and preparation of acquisition calculations, title work, reports, permits, documents and data.

  • Liaise with inter/intra-company staff, governments and regulatory agencies, landowners and occupants, and members of the general public. Ensure compliance with all landowner notification requirements as required by regulatory agencies.

  • Assist in developing standard project communications, including mail-outs and documents to be presented to the public and landowners.

  • Represent Lands & ROW and/or the Project at judicial and regulatory hearings and public meetings.

  • Develop, implement, and oversee strategies with respect to accessing land, land compensation and permitting in support of capital projects.

  • Support other Projects SMEs in their work including route analysis and development, development of regulatory applications, project communications, field surveys, etc.

  • Provides expertise for the settlement of damage claims.

Who you are:

Required:

  • Related university degree, diploma, or professional land certification with 6+ years of land and project management related experience in Oil & Gas Projects including linear or facility projects OR equivalent years of post-secondary education and directly related industry experience may be considered.

  • A solid understanding of Federal and State regulations relating to ROW activities and landowners' responsibilities including Sovereign Nations and members.

  • A valid Driver's License with an acceptable driving record that will be verified upon hire.

  • Experience in project execution and overseeing third-party consultants in the ROW profession with demonstrated ability to direct and manage work.

  • Knowledgeable in land related aspects encountered during pipeline construction or pipeline operations.

  • Effective verbal, written, computer, problem solving, project management and decision-making skills.

  • Effective communicator and team leader.

  • Ability to interpret applicable legislation, regulations and processes for projects which are federally, and state regulated.

Preferred:

  • Understand regional pipeline system, facility locations, third-party interactions, legal issues in land acquisitions, easements.

  • Knowledgeable in pipeline maintenance and operations along with experience with landowner negotiations.

  • Certification in or enrollment in a Project Management Program.

  • Professional Designation from the International Right of Way Association and/or equivalent designation and/or other real estate or land related background.

Working Conditions:

  • Office environment.

  • 10-50% travel across the U.S.

  • Work or interact with broad range of Company office and field staff, supervisors and managers, regulatory personnel, contractors and consultants, landowners, landowner groups, corporate representatives, and other stakeholders.

  • Frequently changing priorities and job requirements.

Salary Range: $120,000 - $140,000

Benefits - Regular Employees

Pension

  • Regular full-time and part-time employees can participate in the plan immediately upon hire

  • Cash Balance Pension plan, Enbridge makes the contributions (not vested until after 3 years)

  • The plan is fully paid for by Enbridge, with no employee contributions

  • Pay credits are between 4% and 11% of eligible earnings, based on age and service

Physical Requirements include but are not limited to:

Grasping, kneeling, light - moderate lifting (objects up to 20 pounds), reaching above shoulder, repetitive motion, typing, sitting, standing, visual requirement (able to see screens, detect color coding, read fine print), hearing requirement and the ability to sit at a computer for long periods of time.

Ability to: understand, remember and apply oral and/or written instructions or other information, understand complex problems and collaborate/explore alternative solutions, organize thoughts and ideas into understandable terminology, organize and prioritize work schedule on a short-term basis, make decisions which have moderate impact on the immediate work unit and monitor impact outside this area, understand and follow basic instructions and guidelines, complete routine forms, compose letters, outlines, memoranda and basic reports and communicate with individuals via telephone.
