Nationwide IT Services is seeking a full-time Senior Acquisition Analyst to support the Naval Sea Systems Command (NAVSEA), Naval Systems Engineering Directorate (SEA 05) in support of Small Business Innovation Research (SBIR)/Small Business Technology Transfer (STTR) Program and its related programs in SEA 05T. The position will be located at the Washington Navy Yard, Washington DC.

The SBIR program was established by Congress in 1982 to incorporate small business technological innovation into Government-supported Research and Development (R&D) programs as defined in the Small Business Administration (SBA) SBIR Policy Directive. NAVSEA has participated in the SBIR Program since its inception. The goals of the SBIR program are to stimulate technological innovation, increase small business participation in federally funded R&D, foster participation by socially and economically disadvantaged firms in technological innovation, and to increase private sector commercialization of federal R&D.

The STTR is another program that expands funding opportunities in the federal innovation and R&D arena as defined by the SBA Policy Directive. Central to the program is expansion of the public/private sector partnership to include the joint venture opportunities for small businesses and nonprofit research institutions. The unique feature of the STTR program is the requirement for the small business to formally collaborate with a research institution in Phase I and Phase II. STTR's most important role is to bridge the gap between performance of research and commercialization of resulting innovations.

The objective of this effort is to support the NAVSEA SBIR/STTR Program Manager (PM), who has overall management and authority for the Program, in executing the Department of Navy's (DoNs) SBIR/STTR program for NAVSEA. This includes assisting with the overall responsibilities of executing the Program and maximizing their effectiveness in identifying focus areas, developing topics, identifying small businesses to participate in the Program and assisting in the expedient transition of technologies, products, and services to the warfighter. NAVSEA strives to maximize the effectiveness and efficiency of the Program to bring technology to the fleet as quickly as possible.

Duties and Responsibilities:
  • Conduct financial modeling.
  • Develop and present acquisition proposals, acquisition strategies, and other program documentation.
  • Manage post-acquisition integration.
  • Work with senior management, technical teams, legal, and other stakeholders to support the acquisition process.
  • Proficient in analyzing and reporting project status in the DoD SBIR/STTR program.
  • Coordinate with participants on the implementation of program requirements, and financial and R&D contractual management.
  • Excellent communication skills, both written and oral, including demonstrated ability to produce concise and properly edited products that clearly and logically convey complex information and ideas.
Job Qualifications:
  • Ten (10) years of experience in support of DoD or component or component-level R&D acquisition, including at least two (2) years in support of DoD or component SBIR/STTR programs that were performed within the last five (5) years.
  • Two (2) years of experience with DoD SBIR/STTR Program outreach and transition activities.
  • Bachelor's degree in business, management or equivalent field.
  • DoD Secret Clearance.
