HJF is seeking a Program Manager IV to oversee a collection of related/integrated projects that together support a long-term research initiative. This position strategically guides one or more project managers and related technical staff to ensure they are all working effectively toward the program's stated objectives. Typically oversees a highly complex scope of work.

This position will be in support of the Gynecological Cancer Center of Excellence (GYNCOE). The Center focuses on improving the care, research, and treatment of cancers affecting women's reproductive organs and works to advance the prevention, early detection, and treatment of gynecologic cancers for military readiness under the Uniformed Services University for the Health Sciences.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.


  • Budget and Financial Oversight: Develops, manages, and monitors all program budgets and individual project accounts, including forecasts, variance analyses, and justifications for internal and sponsor reporting. Prepares and reviews financial transactions and ensures compliance with DoW, NIH, and institutional policies. Coordinates with institutional finance and procurement offices on expenditure tracking, budget realignments, and carryforward requests.
  • Subaward and Contract Management: Oversees execution and monitoring of subawards, subcontracts, and vendor agreements, including tracking deliverables, invoices, and reporting deadlines. Serves as the primary point of contact for subrecipient communication and compliance review.
  • Regulatory Affairs Liaison: Coordinates with HJF, USUHS, WCG IRB, and collaborating sites to ensure protocol and research compliance. Manages submission and tracking of regulatory documents, IRB approvals, data use agreements, and publication clearances.
  • Technology Transfer and Agreement Support: Drafts and routes material transfer agreements (MTAs), data use agreements (DUAs), non-disclosure agreements (NDAs), CRADAs, and memoranda of understanding in collaboration with HJF Tech Transfer. Supports intellectual property management, invention disclosures, and related reporting.
  • Support and participate in planning, creation and submission of proposals and agreements as requested.

Supervisory Responsibilities

  • Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.

Education and Experience



  • Bachelor's degree required; master's degree preferred. Business Administration or Life Sciences field of study preferred.
  • More than ten years of experience required.


Required Knowledge, Skills and Abilities



  • Solid Interpersonal skills, including the ability to clearly communicate verbally and in writing, build and maintain teams, and identify and resolve problems
  • Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines
  • Working knowledge of a variety of software including but not limited to Microsoft Office, proposal/project tracking, and data analysis software
  • Prior experiences in the life sciences strongly preferred
  • Ability to obtain and maintain a T1 Public Trust clearance.


Physical Capabilities



  • Lifting: Requires lifting materials up to 10 lbs.


Licenses and Certifications



  • Project Management Professional (PMP) preferred.


Work Environment



  • This position will take place primarily in an office setting.


Compensation



  • The annual salary range for this position is $120,000-$160,000. Actual salary will be determined based on experience, education, etc.
