Summary: The Program Manager (PM) will lead and oversee the Recovery Care Coordination (RCC) Support Services contract for the Department of the Air Force. This senior-level position is responsible for the overall performance, compliance, and quality assurance of the Task Order. The PM serves as the primary point of contact between the contractor and Government leadership, ensuring successful delivery of non-clinical care management support for wounded, ill, and injured Airmen, Guardians, and their families.
Responsibilities
Essential Job Functions:
Provide full-time leadership and direction for contract execution, staffing, and daily operations. Serve as the contractor's authorized representative on all contract matters, ensuring compliance with contract requirements, standards, and quality control. Collaborate closely with the Air Force Wounded Warrior (AFW2) Program leadership, including the Chief of Warrior Care and branch chiefs, to align program operations with mission objectives. Oversee performance of all contract personnel, including Recovery Care Coordinators (RCCs), Transition Case Coordinators (TCCs), and support staff. Develop and implement processes, plans, and milestones to ensure timely and effective service delivery. Monitor contract deliverables, performance metrics, and reporting requirements to maintain accountability and transparency. Identify and resolve performance challenges, risks, and compliance issues proactively. Ensure effective communication with stakeholders, including Government officials, contractor personnel, and external partners.
Qualifications
Necessary Skills and Knowledge:
- Shall have strong writing skills and expertise in Section 508 compliance.
- Strong attention to detail and ability to manage multiple priorities and deadlines.
- Proficiency in Microsoft Word, Adobe Acrobat Pro, and familiarity with style guides such as the GPO Style Manual or Chicago Manual of Style.
- Excellent written and verbal communication skills.
Minimum Qualifications:
Bachelor's degree from an accredited U.S. institution (required). Minimum of 4 years' program management experience, including leadership of complex programs or contracts. Demonstrated experience at the General Officer/SES level or equivalent, requiring direct coordination with senior officials. At least 2 years' experience with U.S. Government contracting (management, compliance, or acquisition support). Strong leadership, organizational, and communication skills with the ability to manage geographically dispersed teams. Ability to obtain/maintain a favorable background investigation and Common Access Card (CAC).
Preferred Qualifications:
Prior military service or extensive experience working with the Department of Defense. Experience supporting wounded warrior, recovery, or veteran programs. Advanced degree in management, public administration, or related field.
