Decision Technologies seeks a qualified Junior Program Analyst to join our team in Washington, D.C.

Position Description:

Provide support to PEO IWS 2 for Rotating Radars in the area of Acquisition, Systems Engineering, and Project management of Navy Radar systems.

MUST HAVE Secret Level Clearance

Responsibilities and Duties:

  • Engage in Project Management support through acting as a liaison between the Radar Community and the various PEOs, SHAPMs, and technical communities.
  • Provide financial management through the development of POM issue papers, 7300s, Obligation Phasing Plans (OPP), Task Planning Sheets (TPS), Budgets, P-Exhibits, and spend plans. The candidate will be required to draft responses in defense of the budget.
  • Review DOD guidance and policy for application and implementation for In-Service Radars.
  • Facilitate and lead technical interchange meetings and working groups to resolve programmatic and technical issues with a wide-ranging team consisting of the Navy Program Office, In-Service Engineering Agent (ISEA), Navy Laboratories, and Radar Design Agent.
  • Provide System Engineering support in the definition of System Interfaces, review of Engineering Change Proposals (ECPs), and participation in Critical Design Reviews.
  • Develop PowerPoint presentations, agendas, coordinate meetings, track risks, action items, and write meeting minutes.
  • Provide project management support by acting as the action item officer. Track and coordinate efforts of the Equipment Manufacturer, System Engineers, Acquisition Agent, and Logistics Leads to ensure Project Milestones are met. This includes collecting required data and documentation in a prompt and timely manner.
  • Coordinate with Navy Warfare Center personnel to respond to Data calls and generate Technical Briefs for the Program Office.
  • Support the Government Project Manager directly by monitoring cost and schedule performance through Earned Value.

Required Qualifications and Skills:

  • Excellent interpersonal and communication (oral and written) skills.
  • Personal computer skills (competent with MS Office applications).
  • Minimum one year of Job Experience

Desired Qualifications:

  • Knowledge of NAVSEA Organization
  • Experience with DOD 5000 as it applies to Acquisition and Systems Engineering.
  • Working knowledge of Change Requests & Engineering Change Proposals.
  • Financial experience with Budgets, Estimating, and Task Planning Sheets.
  • Familiar with configuration management principles.

Travel Requirements:

  • Less than 15%
